In modern economy bioethanol, the mix has an increasing application in the processing of renewable vegetable raw materials, which contain ethanol as the basic component, which is in turn applied in the production of biofuel. The countries producing large volumes of grain use cereal cultures including wheat, corn, rye, millet to produce bioethanol. The purpose of this study is to provide an overview of the theoretical background and practical recommendations for refining the development of health-improving tourism in Kazakhstan on the example of Almaty region. The article analyzes the state of development, problems and their solutions, as well as current perspectives of health-improving tourism in Kazakhstan.The study used the methods of the analysis of scientific literature and statistical methods, and applied the complex logical approaches to the study of the health-improving industry. The research provides the detailed author’s definition of health-improving tourism, based on the analysis of the conceptual framework; analyzes the current state of the market of relaxation and spa services in Kazakhstan; presents the results of the analysis of sanatorium-and-spa resorts of Almaty region of Kazakhstan; formulates some recommendations on improving the government regulation of health-improving services. The obtained results can be applied for improving the functioning of sanatorium-and-spa resorts in Kazakhstan, as well as developing the tourism organizations and other institutions related to the market of health-improving tourism.The issue of health-imporoving tourism in Kazakhstan is underdeveloped in scientific literatureas in Kazakhstan as well as abroad. Revealed peculiarities of changing of the structure of CrNiMo alloy depending on temperature and aging time. It is disclosed that discontinuous decay forming lamellas of αphase occurs during the deterioration of 47CrNiMo alloy in 800-900°C temperature interval. At the same time there is a change of dispersion patterns, increasing between lamellae distance increases the thickness of the slats. At the front there are initial stages of the reaction slat coagulation discontinuous precipitation, which leads to a drop in the strength properties of the alloy. It is ascertained that change of decay mechanism in γ– phase from discontinuous to continuous occurs after rising the deterioration temperature to 1000°C. Phase particles can be observed already after 5 minutes of aging. Further aging at this temperature increase the volume fraction of precipitates. Similar processes occur in the alloy at 1100°C. Raising the temperature as well as increasing aging time leads to coagulation of the particles isolated α-phase. Changing the decay mechanism with a continuous intermittent causes slumping that the strength properties and increased ductility. © SGEM 2015 All Rights Reserved.

As is well known, the algorithm of the kinetic force method, based on the kinetic equation for the two-particle distribution function, guarantees conservation of energy and momentum during a “quasicollision” of each separate pair of quasiparticles. But in the modeling of relaxation of the entire gas an energy deficit nevertheless appears at the step of reconstructing the one-particle distribution function. A new variant of the algorithm of the kinetic force method is proposed in which the energy of the system of molecules is conserved at any step of the modeling of relaxation without additional corrections. By virtue of this, the advantages of modeling on the basis of the two-particle distribution function of pairs of quasiparticles are used more efficiently. © 2015, Springer Science+Business Media New York.

This article is devoted to the problem of veterinary safety of the countries under the Eurasian Economic Union. Animal health’s measures are provided in order to prevent the entry and spread of infectious animal diseases, including common to humans and animals, as well as goods not conforming to the common veterinary and sanitary requirements. Ensuring compliance with veterinary and sanitary measures rests on the shoulders of each member state, as well as their authorized agencies. The aim of the study is the veterinary conflicts’ review, which reveals the real face of veterinary safety in EAEU. The result of the study is estimation how the post-soviet countries’ (which are interested in EAEU) laws are ready to provide veterinary safety to their EAEU-partners. The research’s novelty is in psychological and economic discourse of the veterinary conflict’s nature in EAEU. © 2016 Kalymbek et al.

Stability of the fixed points of a system of vitrification equations is analyzed using methods of the theory of differential equations. It is shown that the critical cooling rate and glass-transition temperature are determined by the values of parameters of the substance limiting the stability region of the fixed points. Oscillations of the strains and stresses of nanoparticles during cooling are revealed. It is shown that, during cooling at the critical rate, nanoparticles turn to a glassy state with nonzero strains and stresses. © 2016 Springer Science+Business Media New York

Implementation of state functions assigned by government is based on the objectives and effectiveness of accumulation of funds in the state budget. The various constraints (the main factor is tax evasion) may influence on the rational implementation of this process. Timeliness and completeness of tax revenues is the key to the effective functioning of the state's economy. It should be note that the struggle with the manifestation of tax evasion is one of the most pressing topics of debate and controversy in the Republic of Kazakhstan. Proposed relevant ways and solutions will contribute to reduce the incidence of tax evasion may affect the increase tax payments to the state budget, which funds will be used to finance and economic development of the Republic of Kazakhstan.

The article is devoted to the issue of state regulation of leasing relations. The author proves that leasing is convenient for all participants of leasing relations: to the manufacturer of equipment, lessee, investor. Leasing is beneficial for RK economy but it demands precise regulation and legal support. The essence of leasing, its financial and right foundations are being considered in the article. The classification of leasing in accordance with main activities in this sphere is given. Key advantages and disadvantages are analyzed and perspectives of its development are outlined. The author proves that current laws regulating leasing still contain some contradictions and faults.
