The authors have supplied their quantitative content analysis of the Addresses of the President of the Republic of Kazakhstan delivered between the adoption of the two documents: Strategy-2030 (1997) and Strategy-2050 (2012). The basis for the research was the analysis of the fifteen Presidential Addresses, identifying political priorities of the state. The research led to conclude that under the same President, strategic priorities of state policies remain the same irrespective of internal and external contexts. Another conclusion is that the President was and remains the main initiator of reforms and modernization in the political, social and economic arenas; this means that the form of governance in Kazakhstan may be described as super-presidential. © 2017, CA and CC Press AB. In the report, the algorithm of the Kinetic Force Method founded on a kinetic equation for auxiliary two-particle distribution function of quasiparticle pairs is considered. It is known that in the interaction of quasiparticle pairs, energy and momentum are conserved for each individual pair. However, in the course of the numerical simulation of relaxation of the entire ensemble, the energy deficit still appears. In the report, the new algorithm of the Kinetic Force Method is proposed: in this algorithm the energy of a system of molecules is conserved without any additional corrections. Thus, the advantages of modeling on the base of two-particle distribution function of quasiparticle pairs are used more effectively. © 2014 AIP Publishing LLC.

In 2017, the President of Kazakhstan, Nursultan Nazarbaev, who has remained at the helm of power for twenty-five-odd years of the republic’s independence, has initiated the next, fourth batch of constitutional amendments. Very much like the amendments of 1998, 2007 and 2011, these amendments are presented to the nation as another step toward further democratization of the political system of Kazakhstan. The three previous initiatives consolidated presidential power; this time, according to the preliminary statement, about forty, mainly social and economic, functions of the president will be redistributed between the Government and the Parliament. Thus, in the period of economic crisis and uncertainty, the President will be absolved of the responsibility for possible errors and failures of the country’s economic policy. On the other hand, these amendments expand the points, related to the immunity of private property (one of the weakest points in the legal system and political construct of Kazakhstan). This probably means that the elite groups will have to learn the rules of the game and operate within certain limits, while the amendments can be interpreted as a step toward the transfer of supreme power. In this article, we have analyzed the history of the parliamentary elections by party lists, since redistribution of authority between the branches of power will widen the possibilities of the Legislative Assembly of Kazakhstan. © 2017, CA and CC Press AB. As is well known, the algorithm of the kinetic force method, based on the kinetic equation for the two-particle distribution function, guarantees conservation of energy and momentum during a “quasicollision” of each separate pair of quasiparticles. But in the modeling of relaxation of the entire gas an energy deficit nevertheless appears at the step of reconstructing the one-particle distribution function. A new variant of the algorithm of the kinetic force method is proposed in which the energy of the system of molecules is conserved at any step of the modeling of relaxation without additional corrections. By virtue of this, the advantages of modeling on the basis of the two-particle distribution function of pairs of quasiparticles are used more efficiently. © 2015, Springer Science+Business Media New York.

Stability of the fixed points of a system of vitrification equations is analyzed using methods of the theory of differential equations. It is shown that the critical cooling rate and glass-transition temperature are determined by the values of parameters of the substance limiting the stability region of the fixed points. Oscillations of the strains and stresses of nanoparticles during cooling are revealed. It is shown that, during cooling at the critical rate, nanoparticles turn to a glassy state with nonzero strains and stresses. © 2016 Springer Science+Business Media New York

Implementation of state functions assigned by government is based on the objectives and effectiveness of accumulation of funds in the state budget. The various constraints (the main factor is tax evasion) may influence on the rational implementation of this process. Timeliness and completeness of tax revenues is the key to the effective functioning of the state's economy. It should be note that the struggle with the manifestation of tax evasion is one of the most pressing topics of debate and controversy in the Republic of Kazakhstan. Proposed relevant ways and solutions will contribute to reduce the incidence of tax evasion may affect the increase tax payments to the state budget, which funds will be used to finance and economic development of the Republic of Kazakhstan.

The article is devoted to the issue of state regulation of leasing relations. The author proves that leasing is convenient for all participants of leasing relations: to the manufacturer of equipment, lessee, investor. Leasing is beneficial for RK economy but it demands precise regulation and legal support. The essence of leasing, its financial and right foundations are being considered in the article. The classification of leasing in accordance with main activities in this sphere is given. Key advantages and disadvantages are analyzed and perspectives of its development are outlined. The author proves that current laws regulating leasing still contain some contradictions and faults.

This paper considers the state legal regulation of agroindustrial complex as a basis for food security of the Republic of Kazakhstan. The author comes to the conclusion that ensuring food security at the expense of the development of agroindustrial complex should become the priority of public policy.
