As is well known, the algorithm of the kinetic force method, based on the kinetic equation for the two-particle distribution function, guarantees conservation of energy and momentum during a “quasicollision” of each separate pair of quasiparticles. But in the modeling of relaxation of the entire gas an energy deficit nevertheless appears at the step of reconstructing the one-particle distribution function. A new variant of the algorithm of the kinetic force method is proposed in which the energy of the system of molecules is conserved at any step of the modeling of relaxation without additional corrections. By virtue of this, the advantages of modeling on the basis of the two-particle distribution function of pairs of quasiparticles are used more efficiently. © 2015, Springer Science+Business Media New York. This paper considers the state legal regulation of agroindustrial complex as a basis for food security of the Republic of Kazakhstan. The purpose of this study is to provide an overview of the theoretical background and practical recommendations for refining the development of health-improving tourism in Kazakhstan on the example of Almaty region. The article analyzes the state of development, problems and their solutions, as well as current perspectives of health-improving tourism in Kazakhstan.The study used the methods of the analysis of scientific literature and statistical methods, and applied the complex logical approaches to the study of the health-improving industry. The research provides the detailed author’s definition of health-improving tourism, based on the analysis of the conceptual framework; analyzes the current state of the market of relaxation and spa services in Kazakhstan; presents the results of the analysis of sanatorium-and-spa resorts of Almaty region of Kazakhstan; formulates some recommendations on improving the government regulation of health-improving services. The obtained results can be applied for improving the functioning of sanatorium-and-spa resorts in Kazakhstan, as well as developing the tourism organizations and other institutions related to the market of health-improving tourism.The issue of health-imporoving tourism in Kazakhstan is underdeveloped in scientific literatureas in Kazakhstan as well as abroad. Stability of the fixed points of a system of vitrification equations is analyzed using methods of the theory of differential equations. It is shown that the critical cooling rate and glass-transition temperature are determined by the values of parameters of the substance limiting the stability region of the fixed points. Oscillations of the strains and stresses of nanoparticles during cooling are revealed. It is shown that, during cooling at the critical rate, nanoparticles turn to a glassy state with nonzero strains and stresses. © 2016 Springer Science+Business Media New York Source

The galloping rate of commercialization is a pressing lever for the modernization of the key brunches of the current law. One of the most important branches is the medicine one, as the health of the citizen was and would be the main priority of any developed society, so this factor determined the purpose of the research. The system of legal regulation of the medical legal relation in the region with the percent of the population has to be developed appropriately. In terms of legislative data of the majority of the regions, there is a possibility to say that the system of regulation of medical legal relation works more effectively on the basement of civil law mechanisms because the relations between the patient and the doctor are similar to juridical relation of consumers of medical service and suppliers of medical service. It is a catalyst of the validity of the legislation for consumer protection as a fundamental element of the civil law. However, to consider the application of alternative methods of civil, administrative and criminal law, it is necessary to understand the nature of medical legal relation, which consists of three basic components. The first component is the system of the rights and obligations in medical legal relation identifying the rights and obligations of both doctors, and patients. The second component is a form of a medical service as the rendering of the medical service is realized in compliance with the established forms and protocols. The third component of the legal analysis is a subject of medical legal relation. The territorial accent in the research is projected to the Republic of Kazakhstan as being rather young state of Central Asia of the former Soviet Union, which ratified the provisions of World Health Organization about the policy of the development of health system. Moreover, the republic develops promptly the branch of the medical law in the new market space of world political arena. Due to appropriate analysis, it is possible to identify the adequate branch of law (administrative, criminal or civil) for the medical legal relation. Source
