Prospects for making changes in the composition of power-generating capacities of Russia are considered from the viewpoint of their influence on the quality of controlling the frequency and power in the power system. It is shown that the characteristics of newly commissioned and prospective equipment may add difficulty to control of these parameters with the required quality. A combination of methods is proposed for controlling combined-cycle power units with involvement of hydrogen technologies, the use of which makes it possible to achieve full-valued participation of such power units in selective primary control of the power system frequency. © 2011 Pleiades Publishing, Ltd. The field for applying distributed structures of technical means is identified on the basis of expe-rience gained with development of information-computation systems and fully functional automated process control systems. Functions of automated process control systems are pointed out for which centralized pro-cessing of data is preferable or necessary in order to support their speed of response and reliability.
