In the present paper, we investigate periodic solutions for a class of discrete-Time bidirectional neural networks by a system of non-Autonomous difference equations with time delays. The class of systems considered retains the basic structure of the continuous-Time bidirectional neural networks with the nonlinearities having infinite gain and inherits the dynamical characteristics of the con-Tinuous-Time networks under mild or no restriction on the discretization step-size. The theory of coincidence degree and inequality technique instead of the bifurcation method, are employed to prove the existence of periodic solutions for the discrete-Time bidirectional neural networks. Without assuming the smoothness and boundedness of the activation functions, the easily checked conditions ensuring the existence of periodic solutions for the discrete-Time bidirectional neural networks are obtained. The results of this paper extend and improve partly the previous ones and can be used in other autonomous neural networks. An ex-Ample is also worked out to demonstrate the advantages of our results. © 2016 IEEE.

Hail disaster has become one of the meteorological disasters in Xinjiang area in recent years. Meteorological disasters in the region exist very strong characteristics, so the hail cloud discrimination should have the regional characteristics. In this paper, by a new generation of Doppler radar reflective image, the first order statistical features of the image are extracted and so do the second order statistical features. Taking the eight statistical measures as variables, by cluster analysis method, cluster the hail cloud images. The results show that the images can be distinguished according to areas by clustering analysis method, so the terrain conditions in Xinjiang have a great influence on hail cloud formation. That provides a theoretical analysis foundation for constructing the regional weights of the region discriminant function in the future in Xinjiang area. © 2016 IEEE.

This paper proposes a novel confusion and diffusion method for image encryption. One innovation is to confuse the pixels by transforming the nucleotide into its base pair for random times, the other is to generate the new keys according to the plain image and the common keys, which can make the initial conditions of the chaotic maps change automatically in every encryption process. For any size of the original grayscale image, after being permuted the rows and columns respectively by the arrays generated by piecewise linear chaotic map (PWLCM), each pixel of the original image is encoded into four nucleotides by the deoxyribonucleic acid (DNA) coding, then each nucleotide is transformed into its base pair for random time(s) using the complementary rule, the times is generated by Chebyshev maps. Experiment results and security analysis show that the scheme can not only achieve good encryption result, but also the key space is large enough to resist against common attacks. © 2012 Elsevier B.V. Micro Grid has been considered as a challenge among power utilities as well as communities in many countries around the world. Many studies have been done to date on Micro Grid technology and operations, but fewer studies such as economic and environmental impact assessment still needs to challenge. This paper intends to assess economic and environmental impacts of Micro Grid which forming by renewable energy micro-wind power plant (MWPP), micro-hydro power plant (MHPP) and solar power plant (SPP) and planned to install in a rural area. Yardstick of economic merit such as Net Present Value (NPV), Benefit-Cost Ratio (BCR) and Payback Period (PBP) are mainly presented in this study with environmental impact assessment.

Based on the analysis and introduction of blind source separation, it analyzes the signal sorting of the maximum kurtosis natural logarithm, compares the signal model forms of the narrowband blind beam forming and instantaneous hybrid model of blind source separation and those of the broadband blind beam forming and convolutive hybrid model of blind source separation, and obtains the conclusion that the broadband blind beamforming and convolutive hybrid model of blind source separation can adopt the same signal model. It finally proposes a model for the broadband smart antenna of blind adaptive beamforming device. © 2011 IEEE.

This paper presents a new approach to estimate wind speed and install a wind power turbine (WPT) in a power system. The entire installation procedure includes selecting appropriate buses and verifying the power system after installing the WPT. Two reliability indices, the power index in crisis time (PICT) and the endurance index of crisis hours (EICH), were developed and used for determining the reliability level of target buses for WPT installation. The stability and reliability of the hybrid power system formed was verified by determining the reference frequency and voltage. The results described in this paper can be applied to other small power systems using distributed generation, such as hydroelectric power generation. © 2015 American Society of Civil Engineers.

The city of Urumqi suffers extreme water shortages. The per capita amount of water resource is already close to the 500 m3 per capita extreme water line. Taking Urumqi as a research object, the linear trend of climate change is analyzed with a mathematical statistics method, according to urban domestic water consumption data collected from 1990 to 2009 and the climate data series collected from 1980 to 2009 in Urumqi, based on which, the effects of climate change on urban water consumption are studied. The results show that: (1) the climate in Urumqi has become warmer in the last 30 years, and the precipitation is increasingly fluctuant; (2) urban domestic water consumption of Urumqi has demonstrated a gradual increase; (3) urban domestic water consumption is related to temperature, with a weak response to precipitation changes; (4) a polynomial model is used to extract climatic domestic water consumption, and a prediction model for urban domestic water consumption tendency is established, to calculate predicted per capita urban water consumption, which can increase by 3.796 m3 if the annual mean temperature increases by 1.0°C. © 2013 WIT Press.

This research presented three kinds of evaluation methods that can be feasibly applied for the short energy and water sources areas, such as the evaluation methods of regional potential energy including the estimation of general potential energy, and the energy used in the industrial production process, and also the available renewable energy that may be developed. The Potential Energy Index that can describe the effective support period for society economy is presented in this paper. The Input and Output Theory is used for converting the renewable energy into the regular energy resources that can be regarded as a steady energy element in the society economy system. This paper also considered the evaluation method of the degree of energy intensive utilization in the process of industrial production and society utilization, the evaluation of industrial process mainly deals with the Industrial Parks that widely exist in short energy area. © 2015 IEEE.

In this research, the evaluation methods of water resource used for industrial and society are presented in extreme arid areas where the yearly rainfall is less than 50mm, such as the area of Turpan Prefecture and southern area of Xinjiang Region. The Society Method, which deals with the overall water condition, is proposed first. This method covers normal life style and saves life style, which is a new idea to determine the carrying capacity of local water. The Industrial park Method takes the enterprises in the industrial parks as the evaluating target; this method covers five essential aspects to describe the water condition in the extreme arid areas. And this method includes numerical value of percentage to estimate the water utilization efficiency in different industrials. © 2015 IEEE.
