The paper focuses on costs and yields of sugar beet in the Czech Republic in the context of economic efficiency and competitiveness in the period 2007-2011. The results are based on a sample survey of product costs and yields of agricultural commodities which has been carried out annually by the Institute of Agricultural Economics and Information. The economic efficiency is evaluated using Data Envelopment Analysis method (DEA). The paper also presents international comparison of the cost structure of sugar beet growing based on Agri benchmark Cash Crop network. Based on that, cost and revenues for the individual crops on "typical farms" are calculated for the various locations. The results show decreasing average cost per tonne of root, especially staff costs, and increasing profitability of Czech sugar beet producers between 2007 and 2011. Most producers are highly economically effective. However, there is potential in efficiency of material costs and sugar yields. Sugar beet seems to maintain its irreplaceable position in the Czech agriculture.

The proposed project will develop a method for scaling down the analysis of policy impacts on multifunctional land uses and on the economic activities. This method will rely on micro-simulation and multi-agents models, designed and validated at municipality level using input from stakeholders. The models will address the structural evolution of the populations (appearance, disappearance and change of agents) depending on the local conditions for applying the structural policies on a set of municipality case studies. We shall consider policies related to use of Structural Funds (SFs), Cohesion Fund (CF), Preaccession funds (PAFs) and EAFRD (respectively CAP). This project will include the following actions: - Review the EU structural policies, identify driving forces at EU, national and regional levels for multifunctional land use activities and provide baselines for the design of national and regional scenarios on multifunctional land use activities. - Interaction with stakeholders: pre-model engagement with stakeholders in terms of scenario design and formulating agent decision rules for agent-based models, on-model engagement with stakeholders mirroring agent-based models, and post-model engagement with stakeholders in terms of assessing model outputs. - Design and develop micro-simulation and multi-agents models, of local dynamics and of the impact of European structural policies at the municipality level. - Build a mapping between available data on municipalities and prototypical, contrasted evolutions of micro-simulation and agent based models. This will allow us to aggregate the results provided by these models at a regional level, on a set of regional case studies, and to compare these results with existing models at regional scale. - Investigate the potential of the approach to design a method that enhances the scope of Strategic Environmental Assessment (SEA), Environmental Impact Assessment (EIA) and Sustainable Impact Assessment (SIA).

The RuDI study will provide a thorough analysis of the design, delivery and impact of EU Rural Development Policy (incl. LEADER). The study combines quantitative and qualitative approaches starting with a critical review of the state-of-the-art in RD theory and the conceptual frameworks and approaches used in RD policy evaluation. In the study the Common Monitoring and Evaluation Framework (CMEF) and the underlying intervention and impact logics will be critically examined. The positive and negative effects of rural development policies on institutional, social, economic and environmental level will be identified and described in a set of carefully selected and framed case studies. The impact assessment will also include those impacts that have not been anticipated. The case studies will be representative of the structural differences that can be found in the characteristics of rural areas across the EU. Focus will be on different types and characteristics of territory, interrelations with RD programme priorities and measures, and an assessment of their 'hard' and 'soft' impacts. The comparative cross-national analysis of the case studies will provide a better understanding of driving forces in policy design, the strengths and weaknesses of different delivery and governance models, the positive and negative impacts of RD policies and, most importantly, a more convincing conceptual and methodological framework for evaluating RD policy. Consultations with RD policy actors and evaluators will ensure that the analyses are closely coordinated with the demands and possibilities of practitioners. The RuDI study will be concluded with recommendations for a more appropriate RD policy design, delivery, impact monitoring and assessment.

AgriPolicy builds on the results of the previous FP6 project CEEC AGRI POLICY (www.agripolicy.net) which was awarded financial support by DG Research in 2004 following the call FP6-2003-SSP-3. The overall objective of the proposal is to support the formulation of Community agricultural policies. AgriPolicy has 4 specific objectives: 1. Networking and information sharing The objective is to stimulate the networking and the sharing of information between organisations involved in agri-economics analysis. The networking will be stimulated through the organisation of 3 symposia and 6 workshops and the development of a dynamic web site including an up-dated directories of experts and organisations. 2. Provide scientific input for policy making The objective is to provide analyses on a number of specific topics (8-monthly as well as report on demand). 3. Prepare future analysis The objective is to prepare for future policy and sectoral analyses and research by collecting quantitative and qualitative information. In the NMS, 3 monitoring reports of agricultural and rural will be prepared. In the WBC, a study on the existing availability of key agricultural and rural statistics will be prepared. 4. Develop analytical capacities The objective is to strengthen the analytical capabilities of the research organisations involved in the project in the field of policy evaluation and foresight analysis. This will be achieved by implementing training sessions as well as conducting pilot studies. AgriPolicy will be implemented by a team of experts from 24 organisations from 24 countries. The team is composed of the partners of the former project, augmented with new competencies from the old Member States (IAMO in Germany and LEI in the Netherlands), from Malta and from Albania, FYROM, Kosovo and Montenegro.

EUs agricultural and forestry land provides a wide range of public goods (PG) and ecosystem services (ESS) on which society depends, yet land use decisions and society often under-value these . PEGASUS will develop innovative, practical ways of making PG and ESS concepts accessible and operational: it will identify how, where and when cost-effective mechanisms and tools for policy, business and practice can most effectively be applied, increasing the sustainability of primary production in pursuit of the EU2020 vision of smart, sustainable and inclusive growth. Recognising that the appreciation of PGs is context-dependent, PEGASUS uses social-ecological systems as an analytical framework to explore systemic inter-dependencies among natural, social and economic processes. It will adopt participatory action research with public and private actors and stakeholders to better understand the range of policy and practical challenges in different case study contexts (localities, sectors, management systems, etc.). An EU-level spatially explicit assessment of causalities between socio-political and institutional drivers, different land management systems and multiple delivery of PG will be complemented by fine-grained analysis within the case studies, and comparative meta-analysis will be applied to develop an operational framework for mapping, valorising and determining what PG and ecosystem service (ES) provision is needed and feasible within particular territories and sectors. New data-sets, transferable methods and tools that are fit-for-purpose and sensitive to the plurality of decision-making contexts will be generated. By improving recognition of the social and economic value of PG, PEGASUS will promote improved and innovative approaches to their provision by businesses and communities, and highlight specific policy improvements. It will provide specific advances in CAP, forestry and other relevant policies, underpinned by strong scientific evidence.

Assessment of land depends on the production function of soil and additional connections given by environmental requirements, by the evaluation of public goods or by the requirements for formation a fair tax policy and even by the interests of landowners. Analysis of coherences during the soil appraisal shows a relatively strong dependence on the development of year-by-year yields and cost including subsidy policy, which is strongly reflected in the grasslands. Development of subsidies does not basically influence a longterm return and costs ratio for the production on arable land. The requirements for formation of prices are given due to the need for stability of the mutual relations between the quality of soil and climatic conditions, which manifests itself mainly in land consolidation or the categorization, useful for example for the determination of LFA. The comprehensive solution provides a system of land evaluation by cost-revenue relationships, which includes evaluation of environmental context on the base of the assessment of physical characteristics of soil and economic contexts in BPEJ categorization. The development of value system relations according to the proposed annual gross rental effects (HRRE) shows a relatively stable assessment of land fund for arable land. The adjusted system of land value permits preferably to express a pointed value of land, which corresponds to the trend of a points system of VÚMOP. The actual current rating BPEJ is proposed to make in dependence on the level of market prices to a one point. Due to the different trends in the market prices of arable land and grassland is proposed to introduce a separate assessment of arable land and grassland.

The changes in Czech agriculture over the past twenty years have had their impact on the agricultural labour market, too. The regional differentiation of the chances of applicants on the labour market as well as the agricultural enterprises' chances of hiring employees fitting their requirements, are, among others, influenced by the specific conditions of agricultural production. The aim of this paper pertains to two basic problem areas: first, the differentiation of respective regions based on the number of agricultural applicants and job vacancies, and second, the identification of disequilibrium on the agricultural labour market. The latter is based on a theoretical framework defined by approaches in economy dealing with labour market equilibrium. Due to the unavailability of economic data (including wages, economic performance, etc.) on the regional level, authors develop their own methodological approach, based on the number of applicants per job vacancy. A database of applicants and vacancies available from the Labour Offices is used as a source for the analysis and interpretation of data, enabling us to study the agricultural labour market not only sector-wise but also region-wise.

The paper assesses the current situation on the sugar market in the EU, Czech Republic and other major regions of the world. The year 2013 brought a number of changes in the EU sugar sector, or rather in its sugar-producing member states; the changes aim at functioning of the EU sugar market and its member states from2015 to 2020. Given the growing potential of sugar beet in relation to sugarcane, the current negotiations are aimed at creating optimal conditions for the sugar sector to support the competitiveness of European sugar.
