The University of Science and Technology – Houari Boumediene is a university located in the town of Bab-Ezzouar 15 kilometres from Algiers, Algeria. The university was designed by Brazilian architect Oscar Niemeyer and was inaugurated in 1974.Courses offered include Computing, Pure and Applied Mathematics, Physics, Chemistry, Biology, Geology, Civil Engineering, Electronics, Information Technology, Process Engineering, and Mechanical Engineering. USTHB was the largest university in Algeria until 2013; it has over 20,000 students. The government five-year plan aiming at raising the number of university students in Algeria from 1.2 million in 2010 to 2 million students in 2014 has led to the construction of new universities and faculties in almost every Algerian town; some universities are now larger than the USTHB in the number of enrolled student. The USTHB has all the facilities required in modern university. The USTHB collaborate tightly with western universities, especially with French universities, agreements exist between the faculties and their counterpart in France, Quebec Canada and other countries for the purpose of training and research. A number of Arab and African student receive grants to study in the USTHB.All the programs are provided in French language, except for the Geography curriculum that is provided in Arabic language. A first theoretical work is presented to study variable charge dust acoustic solitons within the theoretical framework of the Tsallis statistical mechanics. Our results reveal that the spatial patterns of the variable charge solitary wave are significantly modified by electron nonextensive effects. In particular, it may be noted that for -11 provides qualitatively opposite results: electron nonextensivity makes the solitary structure more spiky. Our results should help in providing a good fit between theoretical and experimental results. © 2010 American Institute of Physics.

This study focuses on the possible use of Waste P. mutilus to remove Basic Blue 41, cationic dye from aqueous solutions. Batch kinetic studies were carried out as a function of pH, particle size, biomass amount and dye concentration to determine the decolorization efficiency of biosorbent. The highest dye removal yield was achieved at pH 8-9. Equilibrium occurred within about 60 min. The pseudo-second order kinetic model adequately describes the kinetic data. The Langmuir, Freundlich and Tempkin models were used to describe the isotherm data; of which the Freundlich model described the isotherm data with high correlation coefficient (r2=0,994). The maximum monolayer biosorption capacity of biosorbent material was found as 111 mg/g. Also, it was observed that the intra-particle diffusion was not the only rate-controlling step. The adsorption mechanism may be partly a result of the ion exchange or complexation between the dye ions and function groups on dead biomass surface. Finally the proposed biosorbent was successfully used for the decolorization of BB41 in synthetic wastewater conditions. © 2010 Elsevier B.V. All rights reserved.

BACKGROUND: Breast cancer is the leading cause of cancer death in women in Algeria. The contribution of BRCA1 and BRCA2 mutations to hereditary breast/ovarian cancer in Algerian population is largely unknown. Here, we describe analysis of BRCA1 and BRCA2 genes in 86 individuals from 70 families from an Algerian cohort with a personal and family history suggestive of genetic predisposition to breast cancer. METHODS: The approach used is based on BRCA1 and BRCA2 mutations screening by High-Resolution Melting (HRM) curve analysis followed by direct sequencing. All samples for which no pathogenic mutation was found were analyzed by MLPA for large deletions or duplications. RESULTS: Three distinct pathogenic mutations c.83_84delTG, c.181T>G, c.798_799delTT and two large rearrangements involving deletion of exon 2 and exon 8 respectively, were detected in BRCA1 gene. Moreover 17 unclassified variants and polymorphisms were detected in BRCA1 gene (6 described for the first time). Two pathogenic mutations, c.1310_1313delAAGA and c.5722_5723delCT and 40 unclassified variants and polymorphisms (14 never described before) were identified in BRCA2 gene. CONCLUSIONS: For the first time, we used HRM and MLPA to identify BRCA1 and BRCA2 mutations in Algerian patients with a personal and family history suggestive of genetic predisposition to breast cancer. The implications of these new findings in regard to genetic testing and counseling are substantial for the Algerian population.

The electrochemical reactions are reactions of electron exchange at the interface of an electron conductor and an ionic liquid or solid conductor. It is thus not necessary to use bulk electrodes for electrochemical reactions. Hence developing electrodes by depositing particles on glassy carbon (GC) or other substrates is highly sought. This electrode design has the advantage of controlling the dimensions of electrochemical sensors and reduces their cost. In this context, we present the results of the modification of glassy carbon with cobalt oxides (1). The procedure of filing is done in two steps. During the first step, a thin film of Co is deposited by potentiostatic polarization of GC in 10-2 mol L-1 cobalt chloride interface, in boric acid, pH 5.5. In a second step, the cobalt film is anodically oxidized in sodium hydroxide solution, pH 12. Well choosing reduction potential of Co2+ ions and oxidation potential of cobalt film is extremely important to obtain a stable deposit with a good faradic efficiency. These thin cobalt oxide films are used to develop an electrochemical sensor for glucose determination, in the concentration range from 133μM to 1.99mM, with a sensitivity of 4.6μA L mol-1. © 2015 Elsevier Ltd.

Metaheuristics are widely recognized as efficient approaches for many hard optimization problems. This paper provides a survey of some of the main metaheuristics. It outlines the components and concepts that are used in various metaheuristics in order to analyze their similarities and differences. The classification adopted in this paper differentiates between single solution based metaheuristics and population based metaheuristics. The present work is an attempt to simulate the growth kinetics of the (FeB/Fe2B) bilayer grown on a substrate made of AISI 316 stainless steel by the application of the powder-pack boriding process, and using four different temperatures (1123, 1173, 1223 and 1273 K) and five exposure times (2, 4, 6, 8 and 10 h). The adopted diffusion model solves the mass balance equation at each growth front: (FeB/Fe2B or FeB/substrate) under certain assumptions and without considering the diffusion zone. To consider the effect of the incubation times for the borides formation, the temperature-dependent function φ(T) was incorporated in the model. To validate this model, a computer code written in Matlab (version 6.5), was developed with the purpose of simulating the kinetics of the boride layers. This computer code uses the following parameters as input data: (the boriding temperature, the treatment time, the upper and lower limits of boron concentration in each iron boride, the diffusion coefficients of boron in the FeB and Fe2B phases as well as the φ(T) parameter). The outputs of the computer code are the parabolic growth constant at each growth front and the thicknesses of the FeB and Fe 2B layers. A good agreement was obtained between the experimental parabolic growth constants taken from a reference work [I. Campos-Silva et al., Formation and kinetics of FeB/Fe2B layers and diffusion zone at the surface of AISI 316 borided steels, Surf. Coat Technol., 205 (2010) 403-412] and the simulated values of the parabolic growth constants (kFeB and k1). The present model was also able to predict the thicknesses of the FeB and Fe2B layers at a temperature of 1243 K during 3 and 5 h. In addition, the mass gain at the material surface was also estimated as a function of the time and the upper boron content in each iron boride phase. It was shown that the simulated values of the generated mass gain are very sensitive to the increase of both temperature and the upper boron contents in the FeB and Fe2B phases. © 2010 Elsevier B.V. In this paper we construct MDS Euclidean and Hermitian self-dual codes which are extended cyclic duadic codes or negacyclic codes. We also construct Euclidean self-dual codes which are extended negacyclic codes. PERPETUATE intends to develop European Guidelines for evaluation and mitigation of seismic risk to cultural heritage assets, with innovative techniques for the seismic strengthening of historical buildings and the preservation of artworks (frescos, stucco-works, statues, battlements, banisters, ). The main deliverable of the project will be made by a main document, which outlines the safety and conservation conceptual approach and the overall methodology, and other specific documents, describing the different components of the risk analysis. Two different problems are considered: a) assessment of a single cultural heritage asset (hazard analysis; soil foundation problems; investigations for the building knowledge; seismic analysis; SHM and strengthening interventions); b) policy initiatives for seismic risk mitigation (simplified vulnerability and risk analysis at territorial scale). Other important deliverables will come out from the application and validation of the methodology in several case studies (the Citadel of Algiers and the historical centre of Rhodes, both in the UNESCO list of the World Cultural Heritage, the St.Maria Paganica Cathedral and the Branconio Palace in LAquila Abruzzo Region, the St. Pardo Cathedral in Larino Molise Region, the Cathedral St. Nicholas in Ljubljana Slovenia). The call asks for the development of integrated methodologies and innovative tools for protection .. of the main cultural heritage assets as regards the impact of earthquakes and makes expressly reference to the contribution for improved regulation and standards. The recommendations recently issued by the Italian Ministry of Culture represent the framework for the development of European Guidelines, applicable in the European and the other Mediterranean countries. The methodology proposed in PERPETUATE will use a displacement-based approach for the vulnerability evaluation and the design of interventions; the use of safety verification in terms of displacement, rather than strength, orients to new strengthening techniques and helps in the comprehension of the interaction between structural elements and unmovable artistic assets.

On Friday December 16, 2016, Former Chairman for the Indian conglomerate Tata Sons Mr. Cyrus Mistry officially announced the formation of the Corporate Governance Initiative. Given the State of Affairs in Tata Sons, Mr. Mistry felt the need to form an organization of professionals and corporate executives to work towards proper corporate governance. “As Chairman, I felt proper corporate governance should not be an aspiration, but rather, it should be our standard of practice”. Mr Mistry’s announcement following the October 24 Tata Sons boardroom coup that removed Mistry as chairman and also introduced resolutions for consideration by the Tata Chemicals and Tata Steel Extraordinary General Meetings to remove Mr. Wadia as an independent director, accusing him of acting in concert with Mr. Mistry and galvanizing other independent directors. Recent articles in the New York Times and The Hill display the current disarray and public lack of confidence in Tata Sons which strongly suggests that this is an initiative that definitely must occur, Mr. Mistry went on to say “The brands we represent are not just within our country, but International brands; I feel that businessmen and shareholders from around the world should come together and support the proper corporate governance not only in our company but other institutions as well”. Tata Sons Limited is the holding company of the Tata Group the holding company for the $103 billion Tata Empire and one of the largest conglomerates in India owning brand names such as Land Rover Jaguar to include partnerships with Starbucks and other large international companies. When asked what he felt this initiative could accomplish in the short term, Mr. Mistry said, “I will work on protecting the interests of the Tata group and realizing the vision of our founder until my last breath. I feel I must do everything in my power to speak for the minority shareholders and fight against a pay to play corporate mentality and for proper corporate governance”. Mr Mistry and his cause have been receiving positive response from Indian media outlets as the organization has been active over the past several weeks using social media to help spread its message rapidly even trending on Twitter and Facebook using hashtags such as #Cyrusforgovernance and #CorporateGovernance Currently in India there are several programs being initiated by the government in support of proper corporate governance, Mr. Mistry says “I applaud their efforts, but I think that we can do more together. I believe this something we must work towards and remove the corporate cronyism which seems to be rampant in our current system of business”. As one of the first orders of business, The Corporate Governance Initiative has begun reaching out to US companies and executives to join the movement by using their influence and interests in Indian based companies to review and question current practices. On Friday December 23, 2016 Asa St. Clair, CEO of the VO2 Group officially endorsed the Corporate Governance Initiative. When asked about his position Mr. St. Clair said “In an ever more rapidly changing world, corporate governance is now more important than ever. Good corporate governance is synonymous with the concept of the “Social Contract” as it pertains to the rights of citizens and their government. We as a society, allow these corporations to exist with the implied understanding that they will act as moral and ethical entities. When a corporation engages in immoral or unscrupulous behavior this has far reaching implications not just into the isolated incident of this one entity, but as a potential breakdown of our entire socio-economic system, which could ultimately lead to anarchy! While this is an extreme iteration of the potential of what is possible, it is a crack in the dam upon which our society is built upon.” When asked how he became aware of the Corporate Governance Initiative, Mr. St. Clair went on to say “Paul Pelosi Jr is a longtime associate, both business and personal, and when I saw him taking a stance on something my organization deems to be a corner stone of our prosperity, I reached out to learn more. What most people don’t understand is that when corporations act out of turn through bad corporate governance, what they are doing, once caught and paraded around the world in the blink of a megabyte transmission on the internet, is betraying the public’s trust. In this day and age of mega-corporations and big government the idea of “public trust” has been lost in a swirl of media blitz, glitzy one-liners and the cult of personality. Nevertheless, without the trust of the public itself, society will break down. Without the establishment of proper corporate governance while working with our member nations, our mission to support the World Sports Alliance IGO cannot even exists let alone succeed. Good corporate governance involves the will of the corporation to regulate itself, act in an ethical manner and not attempt to press EVERY possible advantage, legal or not. One of the greatest financiers of our time, Warren Buffet once said “Lose money for the firm, and I will be understanding; lose a shred of reputation for the firm, and I will be ruthless.” While it might seem that in this hyper-competitive age (especially after this last election cycle) that a “win-at-all-cost” attitude is rewarded, eventually the chickens do come home to roost and one cannot build a long-standing entity on lies and deceit. It is not good strategy to leave oneself exposed and vulnerable to ruin through bad corporate governance and the subsequent cover-up can be even more damaging; just ask Martha Stewart! “ When contacted for comment, businessman and activist Paul Pelosi Jr said, “It was in watching independent directors within TATA Starbucks resign for fear of retribution and then to observe others like Nusli Wadia be forced out of companies like Tata Chemicals even with positive performance evaluations and more than 50% of the independent vote. Not to mention the removal of Chairman Cyrus Mistry, from all evidence I’ve seen, was apparently coordinated by Director Nitin Nohira, Dean of Harvard Business School, who in my opinion, did not ensure a more thoughtful removal process such as proper corporate procedures for the removal of a director or chairman as set by the bylaws, or even attempt to avoid the appearance of a conflict of interest and having a detailed successor plan in place. As I said before, it has even been suggested by others that Nitin Nohira's cooperation and support of the instant firing of Mistry may have been influenced by his personal relationship with Ratan Tata and his $50 million donation to Harvard Business School in 2010 coinciding with Nohiras’ appointment. All that to say, this has caused me to take pause and question; is this truly proper corporate governance? I agree whole heartedly with Mr. St. Clair, in fact, I’m reminded of a recent conversation when he essentially said to me, “Society exists in its current condition because we as a whole allow it. We are expected to do our part as citizens; to follow certain rules and act in a way that is morally and ethically correct. When there is a breakdown in corporate governance, by the same line of thinking, what is to stop thieves and vandals from targeting this corporation? Society as a mob could easily overrun any corporation and eventually put the corporation out of business by ignoring the implied Social Contract we have all currently agreed to be bound by and destroying and stealing the corporation’s property, amongst other things.” I am honored Mr. St. Clair has followed the same path I’ve taken in attempting to ensure companies around the world have a sounding board to assist them in making the right decisions in regards to protecting the rights of all stakeholders in their current and future ventures.” When asked what he hoped the Corporate Governance Initiative could accomplish with the support of the VO2 Group in the long term, Mr. St Clair replied “Bad corporate governance weakens society and if left unchecked will not turn out good for any aspect of society, especially the perpetrator who sought an unfair advantage in the first place.
