University of International Relations is an institute of higher education located in Beijing that was first established in 1949 to train foreign affairs cadres. The University's role within the bureaucracy of the People's Republic of China is subject to some debate: Chinese government sources and the University's website maintain that it operates under the Ministry of Education, but other sources contend that the University is affiliated with Chinese intelligence agencies, namely the Ministry of State Security , and that its purpose is to train intelligence personnel. According to the private intelligence company Stratfor, the University is where most of the Ministry of State Security's intelligence agents receive their training, having been recruited out of high school on the basis of high test scores, language ability, and a lack of prior international travel or contacts.The University is located adjacent to the Summer Palace and the Old Summer Palace in Beijing. UIR offers undergraduate and graduate programs in International Politics, International Economics and trade, Law, English, French, Japanese and Public Administration. It currently offers a total of 13 undergraduate programs, and eight Master's degree programs. Its former English name is translated as "Institute of International Relations." It is also colloquially known as "Guoguan" . Wikipedia.

This paper looks at the interaction in the process of higher education quality evaluation between the national education authorities, higher education institutions, and evaluators. On the basis of a game model it has established, the paper comes to the conclusion that strategic choices of the higher education institution and the evaluator have a direct effect on each other's payoff and on evaluation of higher education quality, and that the application of supervisory and penal mechanisms can constrain effectively the strategic choices of the higher education institution and the evaluator, thus aligning the interests of the three sides. © 2015 IEEE. Beginning with information asymmetry between a development agency and its internal quality supervision department in the course of quality supervision over a rural development project, this paper analyzes the principal - agent relationship between the development agency and its quality supervisors, as well as moral hazards which may arise from this relationship, and establishes a game model regarding the related incentive mechanism to find out the best incentive mechanism that the principal applies to the supervision agent and to define the incentive coefficient, with a view to incentivizing the supervision agent and effectively reducing the occurrence of moral hazards. © 2015 IEEE. This paper looks first at the game relationship between the quality supervisor and the evaluator in the evaluation of a rural development project, and, through corresponding mathematical models established, analyzes the constraints that their strategic choices have on each other's strategies and gains. It is concluded that the supervisor's shift in strategy depends on the evaluator and its comparison between the gains it obtains when choosing to provide false information for evaluation and the punishment imposed on it for its doing so, and that the evaluator's shift in strategy hinges on the supervisor and its comparison between the gains it obtains when choosing to perform a careless evaluation and the punishment imposed on it for its doing so. © 2015 IEEE. Beginning with the game relationship of the donor, the quality supervisor and the evaluator in the process of evaluating a rural development project, this paper analyzes the factors that have effects on the quality evaluation of the project, and proceeds to conclude that there exists information asymmetry in the agency relationship the project donor has with the project quality supervisor and the project evaluator, and that both the quality supervisor and the evaluator are likely to pose a moral hazard. It also discovers that a collusive relationship exists between the quality supervisor and the evaluator in the process of project evaluation, that the evaluation strategy chosen by the evaluator has a direct effect on the quality evaluation of the project, and that an incentive and penal mechanism put in place can help achieve the consistency of the parties' interests and objectives. © 2015 IEEE. An aptamer is an artificial functional oligonucleic acid, which can interact with its target molecule with high affinity and specificity. Enzyme linked aptamer assay (ELAA) is developed to detect cocaine using aptamer fragment/cocaine configuration based on the affinity interaction between aptamer fragments with cocaine. The aptasensor was constructed by cleaving anticocaine aptamer into two fragments: one was assembled on a gold electrode surface, while the other was modified with biotin at 3'-end, which could be further labelled with streptavidin-horseradish peroxidase (SA-HRP). Upon binding with cocaine, the HRP-labelled aptamer fragment/cocaine complex formed on the electrode would increase the reduction current of hydroquinone (HQ) in the presence of H 2O 2. The sensitivity and the specificity of the proposed electrochemical aptasensor were investigated by differential pulse voltammetry (DPV). The results indicated that the DPV signal change could be used to sensitively detect cocaine with the dynamic range from 0.1μM to 50μM and the detection limit down to 20nM (S/N=3). The proposed aptasensor has the advantages of high sensitivity and low background current. Furthermore, a new configuration for ELAA requiring only a single aptamer sequence is constructed, which can be generalized for detecting different kinds of targets by cleaving the aptamers into two suitable segments. © 2011 Elsevier B.V..
