The information-based operation is an abnormally complex process. And operation simulation covers multiple aspects. From the view of system of systems, the warfare simulation was analyzed, and its category, organization and relationships were studied, including the warfare simulation. It was summed up to multiple simulation system of systems, i.e. system of systems of model, data, technology, assessment, standard and simulation system, and also the methodology of the structure of all system of systems mentioned was discussed. All the system of systems reflected the character of joint operation simulation from different points of view. They could support the building and application of joint operation simulation system.

The way of design was introduced that the damage effect was calculated and evaluated by the third party. And, the strategy of development was put forward simulating the target by the "Entity Simulation Models" + "DLLs of Sub-target Damage Models" based on the FLAMES. Based on the above, the battlefield target simulation of the Joint Operations was successfully designed and implemented. The solution's effectiveness has been proved by a series of application, that is not only helpful for improving the reusability of target simulation models, but also for calculating and evaluating the two level's damage effect including the target and its sub-target flexibly and efficiently. It is a convenient way possible to achieve in practice.
