With the further development of smart grid technique, SCADA and IECSA turn to applied gradually. Various kinds of intelligent terminals are so convenience able to link into the system, therefore lead the intelligent network possesses a feature that the load is heavy and the demand of QOS is complex. For satisfying the service of distinguishing all kinds of demand of heavy load network, the article in view of mini-plus algebra devises a Dynamic scheduling algorithm-TRRDB(timer round ring dynamic buffer). Put the arrived data in order by priority level and turn work flow into service flow and distribute cache to it dynamically to achieve different requirements of real-time and data-drop rate. For the output adopt a way that base on the time slip round and a weight favorable bias compensation model on the basis of demands of QOS in each service flow. As a result, the TRRDB succeed in short-time priority scheduling under the guarantee of fair long-time scheduling. The result emulation processes this arithmetic is able to assure the demand of QOS with high priority and reduce data-drop rate in order to optimize practicability and comprehensive performance of the packet loss rate in the system. ©, 2015, The editorial office of Transaction of China Electrotechnical Society. Rapid development of the Internet of Things have provided technical guarantees in Network architecture for Intelligent lighting control system. The article adopts modular design idea furthermore devises the sensing layer, control layer, network layer and integrated application layer of Intelligent lighting control system. Each layer adopts Renesas Electronics's RL78/I1A singlechip system as main control chip, the field controller of control layer not only can be used independently but also can be used in network; design the Internet of Things gateway with Intelligent identification protocol technology; establish Intelligent lighting communications protocol with strong universality, and project function program of each layer.
