In order to further understand and master the new revised Rule of Mine Prevention and Cure Water Disaster, and improve the technical level to prevent and cure water disaster in coal mine, the preparation background, the guiding ideology and the basic principles of the new rule were introduced. Then, according to analyze the problems exited in preventing and curing coal mine water disaster in the new situation and the typical cases of major water disasters, the main points and the key technical standards and regulations of the new rule were put forward.

In order to implement the demands of "Rule of Mine Prevention and Cure Water Disaster" and "Coal Mine Safety Regulations", the basic situation and characteristics of hydrogeological type classification in China's coal mine were summarized and put forward after the systematically surveying, counting and analysing of the data and information in 26 provinces, autonomous regions and municipalities. Meanwhile, the coal basic characteristics, establishment, equipments and security situation were analyzed in the whole nation and every province, city and region from the number of coal mine, water inflow, water content coefficient, complicated extent of hydrogeological type, specialized departments of controlling water, technical personnel, workers with certificate for water drainage and special drilling machines of discharging water. The characteristics of hydrogeological type, the difficulties coming from the main water disaster, the organization of water prevention and control and safeguard measures in the four major coal-accumulation regions were also stated.

According to official statistics on coal mine water accidents occurred in recent twelve years in China, major characteristics of the water disaster have been illustrated. The result shows that the number of both water accidents and corresponding fatalities decreased from 2001 to 2012. And apparently, the accidents occurred in township-owned coal mines and triggered by gob area water accounted for a higher proportion, respectively. Subsequently, classification bases including water source, water passage, damage form, economic loss and casualties, time dependent characteristic and spatial distribution relationship between coal seam and water source were suggested. Next, different types of the disaster were put forward based on the bases. Finally, prevention and cure principle on the disaster was proposed. What’s more, a comprehensive control technique consisting of six countermeasures including prospection, prevention, grouting, discharge, drainage and blocking was designed according to its widely applied practice effect in the anti-disaster engineering. © Sila Science. On the basis of ascertaining the classification bases of mine water disasters, i. e. water source, passage, spatial distribution relationship, hazard form, economic loss and casualties, aging characteristics, various water disasters were systematically classified in this study. They can be classified as either natural or artificial source water disasters according to their sources; roof, periphery or floor water disasters according to the spatial relationship between water sources and ore body; natural or artificial passage water disasters according to their passages; normal temperature, moderate to high temperature or corrosive water disasters according to hazard forms; general, larger, very large or extremely large water disasters according to economic loss and casualties; instant, hysteretic, abrupt or gradual water disasters according to time dependent water inrush quantity. Finally, the formation mechanism and typical characteristics of main water disasters were also analyzed.
