Black start plan is very important for power system restoration after a blackout. In this paper, a new method is proposed to establish the initial black start plans automatically and evaluate the established plans. With consideration of the special power system status, black-start (BS) unit and non-black-start (NBS) units are preselected to reduce the calculation burden. The k-shortest path algorithm is applied to form the initial black start plans. Then, a new evaluation index is defined to assess the plans. The plan with the maximum index is selected as the optimal plan. Simulation results of Shandong power grid show that the proposed method is effective and feasible. © 2016 IEEE.

The power system with wide-area damping controllers (WADC) embedded is essentially complex delayed cyber-physical power system (DCPPS) since time delays are introduced during transmitting and processing wide-area measurements. In this paper, three methods for stability analysis of DCPPS, i.e., delay-dependent stability criterion in the time domain, Padé approximation-based method as well as explicit infinitesimal generator discretization-based method (EIGD) in the frequency domain are extensively compared from both theoretical and numerical analysis in terms of conservativeness, accuracy, scalability and the capability of handling multiple delays. Simulation results reveals that: (1) The conservativeness in delay margin derived by delay-dependent stability criterion reaches to 7.09% for the two-area four-machine test system. (2) Padé approximation-based eigen-analysis method is sufficiently accurate even a low order of the approximation, e.g., 3rd order, is used. (3) Padé approximation-based eigen-analysis method is more efficient than EIGD for small stability analysis of large DCPPS. © 2016 IEEE.

The primary task of making a black start plan is to select the to-be-restored unit. The main factors which have an impact on unit restoration are analyzed, especially the terminal voltage waveform distortion of black start unit caused by inrush current when no-load transformers are switched on. Based on the above analysis, the line weight, transformer weight and auxiliary motor weight are defined and the concept of success rate of unit restoration is proposed. The success rate of unit restoration and the capacity of units are considered to select the optimal to-be-restored unit during the black start stage. To reduce the computation burden, several units are selected as a candidate set, whose restoration paths are obtained by the algorithm of K-shortest paths. Simulation results of Shandong power grid show the effectiveness of the success rate of unit restoration and the rapidity of the proposed method. © right.
