The low level of production quality lamb in the formation of a cold balance of the country puts the Russian Federation in the dependence on foreign countries with highly-developed meat specialization. The problem of the survival of the sheep industry, especially in areas of intensive agricultural production, can be solved by increasing precocity, fattening and meat qualities of young, improving fertility ewes that will be possible when creating sheep beef productivity. The situation in industry is due, on the one hand, the lack of a clear government policy in respect of sheep and insufficient use of accumulated scientific potential and existing natural resources of our country. The strategy for the development of sheep breeding should aim at the realization of the tasks set in the branch target program directly related to socio-economic development of the country, ensuring its food security and domestic lamb to the external market.

This paper analyzes the main types of intergovernmental transfers between the Russian Federation and Kazakhstan produced at Baikonur to ensure viability and maintenance of their infrastructure, it includes: grants, subsidies, subventions and other intergovernmental transfers. Reveals the content of these categories of transfers, analyzed the flow of funds for the year 2009-2012. The describing major infrastructure projects financed from the budget of the Russian Federation. Touched upon topical issues of relations between Russia and Kazakhstan, caused by the specificity of the situation, as in the world there is no experience of the lease by one state in another state.

The authors, on the base of analysis of home and foreign experience consider the particularities of the mechanisms of foreign capital entering into Russian bank sector. The approaches to regulation of banks with foreign capital participation are defined. The prioritized tasks are outlined which must be solved by Bank of Russia in the sphere of regulation of foreign banks' activity. The conclusion is made that shadow banking in Russia has already become rather obvious, therefore it is necessary to start elaboration of home program intended for improved and more strict supervision over its participators with due regard to the recommendations of the Financial Stability Board.

The animals were exposed to ionizing radiation (gamma-radiation 60Co) on the radiotherapeutic equipment "Teragam" in a dose of 6 Gy and received phyto medicine Epb in a dose of 35 mg/kg orally within 14 days following the ionizing radiation exposure. Gamma-rays caused the increase of lipid peroxidation (LPO) primary (CD-conjugated dienes) and secondary products' (MDA-malonic dialdehyde) concentrations in spleen, liver, thymus and adrenal glands.

The study deals with the features of simulation of defect probability of a non-banking crediting organization in regard to the Russian situation. A technique of fast analysis is advanced to analyze the provability of loss solvency and financial stability (the early warning model) for Russia non-banking crediting organizations based on the integral indicator characterizing the level of solvency, profitability, capital sufficiency and available reserves to cover possible losses.
