In the last decade a significant number of projects and programmes in different domains of environmental monitoring and Earth observation have generated a substantial amount of data and knowledge on different aspects related to environmental quality and sustainability. Big data generated by in-situ or satellite platforms are being collected and archived with a plethora of systems and instruments making difficult the sharing of data and knowledge to stakeholders and policy makers for supporting key economic and societal sectors. The overarching goal of ERA-PLANET is to strengthen the European Research Area in the domain of Earth Observation in coherence with the European participation to Group on Earth Observation (GEO) and the Copernicus. The expected impact is to strengthen the European leadership within the forthcoming GEO 2015-2025 Work Plan. ERA-PLANET will reinforce the interface with user communities, whose needs the Global Earth Observation System of Systems (GEOSS) intends to address. It will provide more accurate, comprehensive and authoritative information to policy and decision-makers in key societal benefit areas, such as Smart cities and Resilient societies; Resource efficiency and Environmental management; Global changes and Environmental treaties; Polar areas and Natural resources. ERA-PLANET will provide advanced decision support tools and technologies aimed to better monitor our global environment and share the information and knowledge in different domain of Earth Observation.

Inclusion of all Balkan countries into GEO and their contribution to GEOSS is of great importance, since only a comprehensive EO framework can lead to better understanding and more intelligent utilization of the environmental resources, increased quality of life and faster economic development. The importance and benefits from participation in global EO initiatives have already been recognized by several Balkan countries. However, a great number of Balkan countries are still not members of GEO. This project aims to identify existing EO-data providers and users in the wider Balkan region, to determine their status, potentials and needs, and to coordinate EO players by establishing proper interfaces and networking between them. A broad analysis of gaps and complementarities of EO activities within the region will be performed, with the emphasis on user needs in the specific context of the Balkan region. The consortium has been carefully constituted to include key players both from EO-data provider and EO-data user communities, from all Balkan countries. Participants from other EU countries are also included to allow straightforward identification of mechanisms for leveraging, developing and coordinating EO capacity building initiatives in the region, and to ensure that the Project outcomes will be in line with the currently designed Shared Environmental Information System and with Infrastructure for Spatial Information in Europe. Main outcomes of the Project will be the creation of a permanent web-based networking facility, and the design of roadmaps and recommendations for an active, coordinated and sustained participation of all Balkan countries in global EO initiatives. These outcomes will also present a contribution to GEO task CB-09-03 Building Institutional Capacity to Use EO and specifically to subtask CB-09-03b Establishing Regional Capacity Building Networks.

The AirTN ERA-Net was established under FP6 as a network of Member States whose ministries and agencies manage public funded national research activities and programmes in Aeronautics and Air Transport. The results from AirTN in FP6 are prerequisites for the implementation of joint activities to enhance co-operation and coordination of national and regional research programmes. AirTN in FP7 will strengthen this coordination and strive for long lasting co-operation. It will bring added value to the foundation of the European Research Area and the development of a European Research Policy, especially in relation to aeronautics and air transport. The focus will be on the Implementation of Joint Activities and the funding of transnational research. The governing objective of all AirTN activities is to continue strengthening the European Research Area within the framework of the ACARE Strategic Research Agenda.

In June 2008 the Space National Contact Points (NCPs) from 33 EU member states and FP7 associated countries started COSMOS, the Cooperation Of Space NCPs as a Means to Optimise Services. NCP networks had been established in other themes already, like IDEALIST, and proved a suitable instrument to interlink according NCPs. This led to added benefit e. g. through new services like specific partner search activities and a project website providing useful information not just for clients of the project partner countries but for everybody interested. Through this and through joint trainings and experience exchange the partners eased access to NCP working knowledge and skills. Thus it was especially supporting less experienced NCPs. But also NCPs with several responsibilities profited a lot being short in their available time for the particular NCP field. In summary such projects for the first time allowed having joint trainings and staff exchange and organising joint information days on open thematic calls as international matchmaking opportunities. Such activities lead to improved and more balanced overall quality of NCP services. Through this they finally aim at raising the average quality level of project proposals. COSMOS was the first networking activity for Space NCPs. It also became a success considering the above mentioned objectives of NCP networks. Through the practical experience the partners further on learned a lot about effective exchanges, joint activities, needs and about each other. COSMOS\ builds on this experience and goes further in strengthening the NCPs capacity building and maximising the quality of their services for the Space clients all over Europe and beyond.

SAFER aims at implementing preoperational versions of the Emergency Response Core Service. SAFER will reinforce European capacity to respond to emergency situations: fires, floods, earthquakes, volcanic eruptions, landslides, humanitarian crisis. The main goal is the upgrade of the core service and the validation of its performance with 2 priorities: First priority is the short term improvement of response when crisis occurs, with the rapid mapping capacity after disastrous events, including the relevant preparatory services (reference maps). For validation purposes, the project will deliver as from 2008 services at full scale for real events or during specific exercises. The main performance criterion is the response time. RTD work addresses technical, operational and organisational issues. The content of this first action is consistent with the definition of the preparatory action recently decided. The second priority is the extension to core service components before and after the crisis. It targets the longer term service evolution, through the provision of thematic products, to be added in the portfolio of services. The main performance criterion is the added-value of products with risk-specific information. In SAFER, thematic products will cover mainly the meteorological and geophysical risks. SAFER includes also some transverse RDT actions, with the objective to increase added-value of the overall service chain. Users involvement is a key driver and a specific task addresses the federation of the key users, both for interventions in Europe and outside Europe. The emphasis put on quality assurance and validation methodology is reflected in the work plan. The consortium is built around a core team of European service providers, already involved in the former or ongoing projects, in the frame of FP6 or ESA programmes. A wide network of scientific partners and service providers will extend the European dimension, in particular in the new member states.

SEREN3 is a 36-month Coordination and Support Action with the overall aim of facilitating trans-national co-operation among NCPs for Secure Societies, identifying and sharing good practices, and raising the general standard of the support to programme applicants across the EU, Associated and Third countries. To reach the objective above, the project will develop three main activity axes, corresponding to the projects specific objectives: 1) capacity building of NCPs; 2) strengthening the participation of relevant stakeholders to Horizon 2020 funding opportunities; 3) and supporting networking opportunities within the Secure Societies constituency. Cross-cutting activities of dissemination and communication will addup to this main set of activities, helping to enhance their impact. SEREN3 is the continuation and evolution of the precedent network, SEREN2, whose results and lessons learnt have been taken into consideration with the logic of improving the future network and in order to valorize the networks strengths. SEREN3 will also take into account the paradigmatic change brought by Horizon 2020. This will be reflected in particular in a stronger attention of the network in terms of multidisciplinary competences, consideration of related societal challenges, and linkage with other EU relevant initiatives, funding programmes and policies. Finally, the network will seek further opening to a wider target of stakeholders and businesses in the Secure Societies field. SEREN3 consortium comprises 17 beneficiaries, with a good mix of well-experienced and less experienced NCPs, and representing Member States, Associated Countries and Third Countries. Besides beneficiaries, the project services will be offered to all officially appointed H2020 Secure Societies NCPs, who will be involved as associated partners.

National Contact Points (NCPs) for Space provide support on Space funding under EU Framework programmes. In 2007 under FP7 the EU started funding an NCP Space network which was named COSMOS. This enabled the NCPs to benefit from each others experience and thus raise the level of the overall quality of their services. Additional services were established like a joint website and news service providing information about Space and EU Framework Programme related topics. Furthermore they organised international information days in support of the European Commission with emphasis on bringing potential project partners together. Last but not least they implemented a country independent helpdesk for EU framework Space research related questions. While the project partners are core of the network the full group comprises the other Space NCPs from EU member states and Associated Countries as well as Space contact points in international partner countries, mainly from Space faring nations. Within COSMOS2020 the network activities are continued under Horizon 2020. Capacity building, information services, project partner search support and more activities will once again reinforce the cooperation of the NCPs and raise the overall quality level of services. This is even more important since their role as only official support entity was decided for Horizon 2020.

This proposal has been elaborated to continue the work undertaken in the former project SEcurity REsearch Ncp network phase I (SEREN I), therefore the activities foreseen in this proposal are built upon the outcomes reached previously by the network. The Security National Contact Points (NCPs) network is still at an early stage and its members were quite recently appointed as NCPs, as compared to NCPs from other Themes within FP7, therefore an enhanced communication and collaboration among the members are deemed necessary in order to further strengthen the network. Presently, the main tool on which potential participants in security call for proposals rely on for building balanced consortia and for writing high quality proposals is the NCP network being, and for that reason it is essential to reinforce the networks capability to cope with issues that might arise, especially with those which have a security specific character. To tackle and overcome the difficulties of building international partnerships and in order to foster the participation in the security research field, the network will organize joint brokerage events and awareness campaigns with focus on promoting good project ideas and on identifying ways and means for the end-user involvement. To support these activities, special tools will be developed and implemented as security tailored partner search system and matchmaking tool for competencies. Security research new aspects (policies, new programmes, conferences and workshops) will be monitored and analyzed to provide synthesized information to stakeholders at all levels (from NCPs level to clients level). Having in mind that security in general is a very dynamic field, that security research has been recently included in the Framework Programme and because it presents several particularities as compared to other themes it is important that the Security NCPs project foresees activities focused on this particularities and specific eleme

DIANA is aimed at co-designing and openly demonstrating a commercial service platform that will empower water managers and authorities to optimise the identification and inspection of non-authorised water abstractions for irrigation as well as improve their water management policies and practices, especially in extreme conditions such as drought. DIANA will leverage EO data provided by Copernicus and other data sources as well as state-of-the-art models for the identification of (illegally) irrigated areas and the estimation of abstracted water volumes in order to offer a value added suite of data products and services, that will be affordable and cost-effective. The value propositions of DIANA will be co-created and defined along with users and stakeholders so as to be shaped according to their needs and requirements. Three pilots will be deployed in order to put them to the test in real operational environments of Spain, Italy and Romania. All pilots will be integrated with the work flows of the users and their results will be co-evaluated and validated with them through a multi-layer methodology, fostering the acceptance of DIANA as a marketable solution. In order to ensure the demand-driven design of the DIANA service platform as well as set the stage for its market launch and uptake following the end of the project, a customer-driven business modelling process will be followed during the project, validating its business case and producing an effective business plan to serve as the roadmap for its post-project commercialization. Finally, DIANA is implemented by a transnational and well-balanced consortium, consisting of innovative SMEs and pioneering authorities, all of which possess the complementary expertise as well as the motivation and commitment required to ensure not only the creation of meaningful project outcomes but also their successful commercial exploitation and sustainability.

The overall objective of IncREO is to provide actors responsible for disaster management, risk prevention, civil protection and also spatial planning with EO-based solutions contributing particularly to an improved preparedness and mitigation planning for areas highly vulnerable to natural disasters and already noticeable climate change trends. These solutions will be adjusted to the users and end-users needs and will also reflect on short-term climate change scenarios and related legislature both on national, supranational and European level. As a multi-risk oriented concept per se any type of natural disaster is addressed. However, selected use cases (dam failure, storm surge and wave height, flood, earthquake and landslide) and the transfer of solutions to a specifically multi-risk prone test site will also be covered. From a technical point of view the IncREO solutions will be based on state-of-the-art methodologies, implemented by means of up-to-date mapping and modelling / procedures and finally appropriately disseminated to the relevant stakeholder groups.
