Training Center of Railway Management Department performs the planning of whole education/training policy and the collection of a plan and the result in the Tokyo Metro Co., Ltd. Training Center manages the rule and byelaw on the training in the company, too, and according to laws plans an education policy. A training byelaw provides the basic matters such as an enforcement plan of the training and evaluation, and a training manual provides concrete enforcement matters such as a training item and training time. Electric Facilities Department maintains and manages electric equipment such as substation facilities, overhead contact facilities, machine facilities and signal facilities. In education and training of Electric Facilities Department there are two patterns, one is performed together in a middle management place called an electric office and the other is performed in each work-site in charge of on-site maintenance management.

The Ginza line is the tirst subway in the Orient, which has begun commercial service between Asakusa and Ueno in 1927. The old class 1000 EMU was the cars adopted the newest technology such as ATS and all-steel car-body, which were the first in Japan. Succeeding series 01 EMU also has passed a little less than 30 years. So the obsolescent technology and the deterioration of equipment became conspicuous. Then, we newly manufactured the series 1000 EMU.

The Tokyo Metro Co., Ltd. (Tokyo Metro), a public transportation company with ridership of 633 million passengers a day, operates nine subway lines mostly in the Tokyo Metropolitan area. Seven of these lines have through operation with JR and private railway companies. Tokyo Metro's operation forms the core of Tokyo's railway network. The Tozai line, where the Series 15000 is operated, is a 30.8-km line running through Tokyo from east to west. It has through operations with the JR Sobu line and Toyo Rapid Railway line in the east and the JR Chuo line in the west.

The contents of a examination and verification on the whole vehicle system including a collection and analysis of the data in service operations, a simulation of energy consumption, a review of individual design specification of equipment, and an optimization of function and information sharing among several kinds of equipment, in order to produce the best energy-saving railway vehicles, was investigated. The unit consumption is used as an evaluation index of the power consumption of a vehicle. The current state of the electric power loss was measured by a data logger mounted a service operations vehicle of Series 05 in the Tozai line. The control function, which makes it possible to load even more regenerative torque based on the arithmetic control function, was composed in addition to the conventional control function by the voltage of filter condenser. It was verified that it is possible to expand the energy conservation effect through accumulating respective items for realizing the energy saving based on a comprehensive verification of vehicle systems.
