This article explains the improvement necessity of the encouragement of labour productivity increasing, taking into account the peculiarities of metal products market. Russian metallurgical industry is rather dependent from the situation on the global market and investment scales on the internal market. There is going to be the slowdown period for demand and prices on the metal products, because of the deceleration of Russian economics and situation in Europe. It is necessary to pay the special attention on the advanced increase in average wage of personnel, in comparison with the growth of industrial production, which is characteristic for practically all regions of placing the mining and metallurgical complex (MMC) enterprises. The results of MMC enterprises activity in 2012 confirm the necessity of increasing the efficiency of personnel wage, which requires the improvement of interaction of employees and trade unions for solving the problems of the following wage growth, on the basis of development and modernization of production process, as the main growth conditions of labour productivity. The necessity of establishment of dependence of wage funds and personnell wage from the results of labour should be considered as the main problem in and around the wage policy. Thats why, the increasing of improvement significance of production and labour organization on enterprises is being held, along with the rational usage of labour time and improvement of work measurement, including the usage of experience of increasing the labour efficiency, on the basis of modernization of work places.

Existing technological and financial differences between enterprises of mining and smelting industry should be considered in collective employment agreements. Industry tariff agreement for 2014 and subsequent year should regulate the mutual obligations of social partnership parties for the purpose of increasing of the investments in creation and modernization of work place, labor productivity and subsequent increase in real salary based on those factors. Innovations in labor legislation make it possible to solve that problem. The differences in labor productivity and results of activity in 2012 should be considered upon determination of possibility to increase the ratio of salary and living wage of workers in the region of enterprise. Also, the purchase-power parity should be considered upon the comparison of salary level of Russian and foreign enterprises. The work contains the suggestions concerning the regulation of conditional permanent part of the salary in employment and collective employment agreements, stipulation of conditions for increasing of real salary level and determination of minimal wage. These suggestions were developed on the basis of analysis of various enterprises of smelting, metallurgy and pipe industry.

This article considers the fact, that with increasing of lowqualified workers' salary, it is necessary to save the differentiation in labour remuneration, which promotes the interest of personnel in improvement of professional skills and labour productivity. Labour legislation provided the assumption of employer to guarantee the identical payment for the equal value labour in the scale of branch. According to the authors opinion, this assumption should be taken into account with establishment of minimal salary on various enterprises. There was given the critical assessment of the position of Ministry of Labor and Social Protection of Russian Federation on increasing the tax take on labor renumeration. The necessity of improvement of the costs management was argued along with the necessity of intensification of personnel encouragement in the production efficiency increasing, by realization of investment programs on modernization of workplaces. Companies need the profit to realize the projects of creation of new workplaces and social programs. In spite of recovery of Russian economy from the recession, to the end of 2012, the relation of the size of bank credits to non-financial companies to the Gross Domestic Product did not increase. This relation has been in the period of stagnation since 2009, on the level of 30%. Implementation of social responsibility requirements of all sides of social partnership is especially necessary during the period of decreasing of demand and prices on production. During the same period, it is impossible to reach the required level of interrelations, if employees and labour unions do not understand the justice in organization of salary and its dependence from the labour productivity. According to the authors opinion, it is necessary to realize the principles of efficient social partnership on the enterprises, which economy requires the urgent "treatment". "Consilium" of representatives of the country, employer and labour union of these enterprises should define the responsibilities of each part, without the transformation of business into the "enemy of the people".
