Because of the large number of involved entities, the complexity of procedure and uncertainty of organization structure in national economic mobilization, it is required that the framework of National Economic Mobilization Simulation and Training System can adapt to major changes and of high flexibility. The current team training theories based on EBAT are lack of expansibility and reusability and it can't satisfy the demand of flexibility of national economic mobilization simulation and training. In order to solve the problem, a general framework of scenario generation and scheduling based on EBAT was proposed. At the same time, for the key issues like the description, generation and scheduling of training scenarios, the appropriate solution was proposed. The framework was designed with high flexibility and expansibility, and it also improves the reusability of the system. Through the use in national economy mobilization simulation and training system, the validity of the framework is well verified.

According to the team simulation training based on EBAT, the scenario is one of the most important factors to influence the training effect. In order to solve the problem of scenario generation under the stochastic conditions with the key events, a scenario bayesian network with training objects, events and key events was designed by modeling the scenario generation process. Applying the bayesian network inference approach, the mathematical model and the heuristic inference algorithm for the scenario bayesian network were proposed. The scenario bayesian network model and the inference algorithm were implemented with the scenario cases. The analytical result shows that the scenario bayesian network model and the inference algorithm with the key events, can improve the control of the scenario generation process, and makes the result of scenario generation more effective.

In order to solve the low generality problem of EBAT based team simulation training approach, and the low efficiency problem of EBAT adapted in HLA. According to the principles of EBAT, a functional framework for HLA-based team simulation training was proposed by adapting the layered software architecture designing approach, and the team simulation training process was modeled. Based on the HLA federation development and execution process model, an HLA-based team simulation training development and execution process model was designed. The successful application of the functional framework and the life cycle model to implement the national economy mobilization simulation training system (NEMSTS) shows that the functional framework and life cycle model can extend the generality of EBAT function framework, and can improve the standardization of HLA-based team simulation training development process effectively.

In order to solve the problem of effective communication between subject matter experts, training specialists and simulation technologists, and the problem of conceptual modeling quality and reuse, for the conceptual modeling of simulation and training based on EBAT (Event-Based Approach to Training), a layered logical structure of the simulation and training conceptual model based on CMMS (Conceptual Model of the Mission Space) and a formal description approach were proposed on the basis of analyzing modeling elements of team training. Based on the workflow patterns and interactive features of team training, the event causality patterns and formal description approach were proposed for the event response process. Then, the verification rules for the conceptual model were proposed. The validity of the proposed formal conceptual modeling and verification approaches were proved by the formal conceptual modeling of training cases.
