This paper is devoted to revealing of influence of the natural, social and political-economical dangers intensively increasing recently in conditions of sharp global and regional changes, on steady development of the Azerbaijan Republic as a whole, its separate regions in particular. As a result of the complex analysis of all factors menacing to ability to live of the country, the estimation of threats and risks and corresponding division into districts of territory of the Azerbaijan Republic is lead.

Models of perishable queueing systems with repeated consume customers are proposed. A life time of inventory is assumed finite and with inventory the consume customers are serviced immediately but without it they can either leave the system or repeat some time later. Restocking time is a positive random quantity and restocking policy belongs to a class (s, S). There are developed exact and approximate methods for calculating basic characteristics of the proposed models. The results of numerical experiments are shown. © 2016 by Begell House Inc.

The queuing system with dynamic priorities which have a multiplicative form of the priority functions is considered. Solving the problem of minimizing the total length of the queues of the requests of diverse types is reduced to some problem of fractional-linear programming. The simulation models of the investigated system are constructed. The experiments, confirming the adequacy of the numerical results, have been carried out. © 2015 by Begell House Inc.

It is shown that the well-known method of circles requires a multiple iterative approximation procedure, which does not enable immediate location of the emergency area of acoustic-wave emissions. To enhance the speed of implementing the method of circles, it is proposed that the iterative procedures should be reduced by initially using the maximum informative area that is determined by the method of informational location. © 2014 Pleiades Publishing, Ltd.

Various methods of interpolation (approximation, smoothing, and filtering types) which take measurement noise into account (piecewise polynomial approximation, smoothing splines, kriging, filters, etc.) are analyzed. It is found that regularization methods are used in all of them. The advantages and disadvantages of these methods are pointed out and prospects for the use of program packages by nonspecialists in mathematics and information technology are examined. Recommendations regarding the proper choice of estimation techniques, quality criteria, and parameters for monitoring them are made in the case where geofields are to be approximated and modelled. © 2010 Springer Science+Business Media, Inc.

Various methods for reconstructing the parameters of geofields taking measurement noise into account are analyzed. Program packages for nonspecialists in the theory of programming are discussed. Recommendations are given regarding the correct choice of method and control parameters for approximating and modelling geofields. The advantages and disadvantages of these methods in different stages of the recovery of the parameters of geofields are examined. It is proposed that fuzzy neural networks be utilized in the early stage when the data are uncertain and limited. © 2011 Springer Science+Business Media, Inc.

Using the quasiparticle phonon nuclear model (QPNM) and taking into account the spin-spin interaction, the effects of the spin polarization on spin gyromagnetic factors (gs) as well as the intrinsic magnetic moments (gK) of the deformed odd neutron 155-165Dy isotopes were studied. The calculated values of gs and gK are in fair agreement with the experiment as well as with other microscopic calculations. Our calculations indicated that because of the core polarization, the g s factors of the nucleons in the nucleus reduce noticeably from its free nucleon value and the spin-spin interactions play an important role in the explanation of the quenching of the gs factors. A very good reproduction of the phenomenological quenching of gs factor from its free values $(gseff = 0.6-0.7gs free)is obtained for 155-165Dy. © 2013 World Scientific Publishing Company.
