A fuel cell electrode catalyst layer has a porous structure and contains a catalyst supported on a particulate inorganic oxide support. The porous structure has a pore size distribution showing a first peak in a range of from 0.005 to 0.1 m and a second peak in a range of from greater than 0.1 m to 1 m as measured by mercury intrusion porosimetry. The ratio of the intensity P2 of the second peak to the intensity P1 of the first peak, P2/P1, is 0.2 to 10. The inorganic oxide is preferably tin oxide.
