Fresh water supply is critical to refinery operations and the centralized design makes it a potential single point source of failure. Water serves multiple needs in the refinery, e.g., process requirements, evaporative cooling circuits, and steam generators. Consequently, contamination or loss of the water supply will result in production losses and could damage equipment. A discussion covers two incidents that compromised the influent water supply to a major Gulf Coast refinery; the challenges of resolving critical water supply and water quality issues; assessing the risks of various strategies and the tactics of successfully mitigating risk and implementing a successful solution; leadership issues; scenario planning and crisis management methods; analysis of shortcomings; and understanding effective crisis management methods. Management of the risk of legionella bacteria proliferation in industrial cooling water circuits is about to become increasingly visible in the United States. Two trade associations, Cooling Technology Institute, (CTI) and American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE), have guidelines for the prevention oflegionella in cooling towers and ASHAE has released a draft standard for public comment. While several global petroleum refiners have developed internal procedures or standards for minimizing the proliferation of legionella bacteria in their evaporative cooling water circuits, the publication of industry standards will create new responsibilities and liabilities for owners of cooling towers. This paper will describe a broad review of risk assessment and risk management of legionella issues and a framework for managing the risk that educates and engages operations, environmental health and safety (EH&S), legal and corporate communications. In the future, increased demands for high-quality fresh water supplies will translate into voluntary and, ultimately, regulatory mandates. These constraints will require facilities to limit or to reduce withdrawal volumes from the local watershed. Plant personnel in southeast Texas have been living this scenario as a severe drought continues to compromise the quality and quantity of fresh water. However, implementing temporary solutions is not the same as crafting permanent solutions. Source

Proper pre-cleaning and passivation procedures do increase the reliability of heat exchangers and should be a mandatory part of start p procedures. Ideally, plants will create and validate internal procedures for pre-cleaning and passivation procedures based on industry standards, experience and site-specific limitations. Source

Chemical Engineering Progress

Several guidelines that are followed for monitoring, evaluating, and troubleshooting reverse osmosis (RO) units to ensure reliable and efficient system operation are presented. Proper monitoring involves measuring key parameters and tracking changes. Each data point must be normalized to account for dynamic operating conditions, such as membrane aging, the accumulation of contaminants in the membranes, and temperature changes that affect water density. The changes in normalized data that exceed the maximum specification limits indicate that the membranes need to be cleaned to avoid permanent loss of membrane capacity. Automated acquisition of temperature, flow, and pressure data simplifies the monitoring process and automates the complex normalization calculations. The software normalizes each data point and updates the historical trend charts, allowing operators to determine the optimal cleaning frequency and maximize system reliability. Source
