Emergency shelter can deal with emergency and provide life service facilitiesvia planning and construction. It is a safe place used for evacuating the residents and temporary living. How to plan the emergency shelter in the Karst area to avoid the adverse geological conditions, meet the requirement of construction of safety city and embody the concept of economy saving is an important issue. This paper, taking Liuzhou City, Guangxi Zhuang Autonomous Region as an example, put forwards a method which takes both safety and economy into account, so that unfavorable section of area could be avoided in the planning stage, the resources could be integrated in the construction stage, and cross-border could be used in the application stage, and maintenance funds could be allocated as usual disaster.
