There are many uncertainties to determine the property loss insurance rate caused by crude oil storage tank explosion. The DOW fire and explosion hazard index method was based on the material coefficient and coupled with the general and special process risk coefficient. This method was adopted to calculate the unit of fire and explosion coefficient. Then the actual maximum possible unit loss, maximum possible work day loss and production loss were obtained, which provide references for determining the maximum insurance rate. The injury level of the thermal radiation to the equipments and human body calculated by the method of pool fire had an important impact in the insurance rate determining process. The way of determining the insurance rate could be optimized by combining the above quantitative assessment methods with the pure loss rates of insurance companies, which could provide a stronger basis for the insurance company and the insured, and make the rates more scientific and reasonable and corresponding to the development direction of insurance rate determination. According to the pipeline integrity management specification of the manufacturer's standard, the W.kent Muhlbauer's method indexes system and evaluation principles were revised a lot based on the accident statistics and the domestic environmental conditions. The fuzzy comprehensive evaluation method was inserted in the variable factor of the W.kent Muhlbauer's method, which can reflect the actual risk on the evaluated project more accurate and objective. The article verifies the practicality and reliability of the method and provides the evidence and reference for pipeline risk management by example of evaluating the Chang-hu crude oil pipeline in ordos.
