This paper proposes methods for the development of mathematical models and for the control of operation modes of technological objects in oil refinery in face of uncertainty based on fuzzy information. The mathematical formulation of the problem of decision-making on controlling modes, which are solved on the basis of mathematical modeling, is formalized and obtained. By using the example of the problem of decision-making on optimal operation modes of technological complex for the benzene production and based on the methods of fuzzy mathematics an algorithm of its solution is developed. The initial problem is formalized as a problem of decision-making in the fuzzy environment, since the investigated object is characterized by multicriteriality and frequently functions in a fuzzy environment. The mathematical formulation of the problem of object's mode selection in the fuzzy environment and the heuristic algorithm of its solution is obtained by modifying various optimality principles based on methods of the fuzzy sets theory. © 2016 Institute of Control, Robotics and Systems - ICROS.

When system risks are high most investors choose to exit the market; however, there are some contrarian investors who opt to make investments. The authors analyzed the main goals of the investment process and measures that should be provided by the government to stimulate investments and innovation especially by means of investment banking. The authors gave key recommendations as regards investment regulation and support for banking as a key sector that can provide assets. The purpose of this study was to analyze the main functions, methods and directions of state regulation of the investment process, particularly in investment banking as a key resource area, which ensures resumption of economic growth and to provide recommendations related to the government support for innovation in Kazakhstan. © 2016 Turekulova et al.

The relevance of the research problem is caused by the modern discourse of students’ involvement to the project activity. Moreover, the current labor market requires a high level of graduates’ professional competitiveness. Therefore, this article is aimed at the development of optimal scheme of high school specialists’ preparation on the basis of project-based learning. The poll conducted among the 2 500 high school students showed 35,9% of respondents are not involved in the project activity. 13,38% of students claim the level of applying of project activity in their university is unsatisfactory. In this case the scheme of project-based learning mechanism implementing was introduced. The practical value is that the submissions may be useful in current university practice regarding students’ project activity encouraging. © 2016 Burganova et. al.

The main threats to world order are terrorist and extremist activities. On the world stage, countries unite into a coalition with the aim to increase the efficiency of the fight against terrorism. At the local level, the terrorist threat is fought by the security services. In order to prevent global human victims, which may arise as a result of terrorist attacks, the government is taking a number of normative legal acts, which prevent the activities of militants. The main problem that arises in the preparation of the law is the lack of a clear understanding of what the “terrorism” and “extremism” are. Therefore, in this paper, a complete analysis of these terms will be made on the basis of normative legal acts of some countries such as the USA, Russia, Kazakhstan, and scientists specialized in the subject. Research of the terms “extremism” and “terrorism” has shown that these concepts are different, but at the same time interconnected. This relationship is expressed in the fact that terrorism is a continuation of extremism, its next step. The disengagement of these concepts will allow the legislator to create more specific laws, that will cover the entire field of criminal activities. © 2016 Baisagatova et al.

The aim of the research is to determine the peculiarities of the evaluative categorization of human intelligence in linguistic world images. The study describes the interdisciplinary approach to studying evaluative categorization, which assumes the use of complex methodology including the anthropocentric, the interdisciplinary, and the cognitive principles. The paper suggests a modified cognitive procedure of evaluation, based on determining and using cognitive classification features, and differential abilities of subjects, based on the consideration of their ethnic experience. Research findings can be used in studies on the evaluative categorization of any objects of reality and during the systematization of evaluative linguistic phenomena as a modus representation of knowledge of objects and phenomena in the world. © 2016 Abisheva et al.

Search opportunities investing temporarily free monetary funds is one of the most important issues faced by not only management companies, but also individuals. In terms of economic instability possibility of saving savings and guaranteed capitalization is becoming increasingly important. Therefore, the purpose of the article was to consider an alternative to bank deposit with a structured product. Method of research is a comparative analysis of the market of bank deposits and structured products based on the law and according to one of the financial and credit institutions. Bank performance and, in particular, bank efficiency is a frequently debated question in the academic environment due to the extremely important role of banks in the national economy. A wide range of studies are devoted to the exploration of bank efficiency drivers. The goal of the current research is to investigate the relationship between competition and efficiency in the banking sector of new member states of the European Union. Non-parametric frontier technique - Data Envelopment Analysis (DEA) - was used as a tool for measuring bank relative efficiency. Input-oriented DEA model under Variable Returns to Scale assumption was applied. For measuring competition in the banking sector such measures, as Herfindahl-Hirschman Index (HHI) and the share of assets held by the top 5 banks (CR5), were used as proxies. Study was based on the sample data of 97 banks operating in seven New Member States of FiU, covering the period of 2006-2012. Analysis revealed the fact that statistically significant correlation exists between average efficiency and both concentration index and HHI, indicating strong negative relationship between competition and efficiency in the banking sector of NMS.

In today’s world, under the influence of political, social and economic conditions, we lose many moral values. As the result, the problem of forming a tolerant person is of particular relevance, which leads to the need to find mechanisms and measures aimed at improving the educational process. The article aims to develop a pedagogical model of the formation of tolerance of students in multi-ethnic schools, which contributes to solving urgent problems of the modern educational system. The leading approach to the study of this problem is the integrative approach that means integrating the values of national cultures in the content of school subjects and educational work of educational institutions. The content of the article presents a pedagogical model of tolerance of students in multi-ethnic schools, including the target, substantial, procedural, administrative, methodological aspects that together can implement the process of education in accordance with modern requirements. The article is devoted to the problem of professional competence formation in the specialists’ training process at the university in contemporary socio-economic and socio-cultural conditions originating in the Republic of Kazakhstan. The emphasis is laid on new scientific and pedagogical approaches to its solution. Special attention is paid to the issue of professional competence formation in extracurricular activity, especially, during job training: approaches’ specification to the job training organization and conduction, the development of results’ forecasting skills in students, the strategy elaboration for solving both educational and practical tasks. The analysis of domestic and foreign literature is performed on the research problem. In general, it shows that the relevance of this problem is determined not only by social order, but also by the student’s needs in self-determination and self-expression. Special attention of foreign and domestic researchers indicates a lack of knowledge on the problem of specialists’ professional competence in the university training process, and contradictions between educational institutions’ need in competent specialists and their insufficient theoretical and practical training. The developed system of professional competence formation in future specialists consists of four components: target, activity, informative and effective, which allow considering the students’ professional practice as the most important element in the highly qualified specialists’ training. © 2016 Burganova, Abdugalina and Shaiheslyamova.
