The importance of controlling in modern conditions is defined. A brief overview of the main evolutionary stages in the development of the theory and methodology of controlling is provided. The expediency of projection of the concept of controlling on the cost management system at the gas transportation enterprise is justified. The paper points at the grouping of controlling methods in general scientific methods, methods of a number of individual sciences, and specific methods, which are offered to divide into general management methods and methods of cost controlling. The author’s systematization of enterprise-wide management tools of controlling is provided, depending on the most significant areas of activity of the enterprise, management functions, levels of the management hierarchy and the nature of implemented targeted enterprise systems. The cost management methods are structured by management functions and stages of production and sales. The authors point at the predominant classification of each method into strategic and operational tools. Best practices of developed countries demonstrate that modernization of industrial structure, increase in competitiveness of national economy can be very efficient with diversified system of sub-contractual relations between leading producers and small and medium companies. That is why the key factor in achievement and keeping advantages over competitors is not only innovation and science-based education but relationship between the enterprises which create conditions for formation of network structures-clusters. The paper describes the task of improving the environmental efficiency of enterprises that use natural resources. To solve this problem there can be used methods of economic-mathematical modeling which complement the intuitive methods of analysis with objective quantitative assessments and represent a reliable tool for decision support. The proposed approach was implemented for the selection of companies, which use natural resources, for a program of economic incentive of environmental activities. Practical application of the approach showed that, when selecting contractors on several performance criteria, one can evaluate and compare the properties of not only individual counterparties but also groups of them. That allowed determining the most efficient variant of interaction with recipients of grants, which could use funds allocated for environmental activities with highest efficiency. © SGEM2015. The relationship between complex systems in ecology and economics was in focus of scientific research for centuries. Started by well-known Quesnay tables and Darvin theory now it is established in “bionomics: economy as ecosystem” concept by Michael Rothschild. The most basic features of these systems are self-creating, self-organizing and self-preserving. They may be considered to be autopoietic ones in case when all their processes are organized as cycled communications in closed contours. To prove this suggestion the model of a municipal level local economic system was developed. This economic system was considered as a kind of social network and as an example of a system with active agents who communicate with each other as well. This dual point of view has given fruitful results. Due to topological (network) approach we could examine in details the links between the economic entities using the techniques of the Social Network Analysis (SNA) methodology and receive some network specific characteristics. SNA methodology equips the researches with the necessary information instruments to find all the closed paths in the network under investigation. We have revealed these paths and evaluated the product flows in their ranks. Some kind of the imbalance have been revealed and eliminated. Leontieff’s equilibrium equations have been used to balance system flows. But SNA methodology has a kind of a lack: it uses a static picture of the world and all attention in this theory is paid to links, nodes are not under its focus. To avoid this restriction agent-based software model was engineered. In this software model all but one agent represents local municipal enterprises and one agent is considered to be the environment. Thus, we have open system which communicates with the external environment by means of export and import. Agent’s characteristics were calculated in accordance to Leontieff’s equilibrium. The developed model simulates agent communications in a form of product exchanges. Money was introduced in this agent model. To prove the fact that circular closed contours “are working” the agents have money of two different types. Money of the first type is real, or external, money which can be used in any exchange act. Money of the second type is virtual (internal) money which can be used only for buying products manufactured in this system.Experiments have showed that even if we have small amounts of money of both types the This paper delivers the results of autopoiesis concept usage for practical problem solving – equilibrium revealing in the ranks of local economic system. Social Network Analysis methodology instruments were used for revealing circular exchange chains in this system and agent-based program model was engineered for the sake of this study. The main goal of the present study is to compare the results of calculations of the dust mass transfer with wind using the analytical and simulation models. Analytical model is based on unsteady turbulent diffusion equation. Simulation model is taking into account four main processes of mass transfer in atmosphere: emission of pollutants, wind mass transfer, deposition and turbulent diffusion of pollutants. Calculations of pollution field from linear source were compared. It was found that both results are in good agreement. Some special features of the simulation model make it more preferable for pollution forecast calculations for the purposes of optimal environmental management. © 2015, IFAC Hosting by Elsevier Ltd.
