Improving energetic efficiency and environment quality represent the priorities of the environment policies, at present. The energetic policy determines the reorientation of the policies based on the energy production towards a policy based on saving and decrease of carbon intensity in the economic sectors. Thinking to the environment protection, Romania energetic policy must be accomplished by adapting step by step the energetic sector to the environment European requirements, by the environment costs internalisation in the price of the electric and thermal energy and by promoting measures to value the opportunities created by applying the Protocol from Kyoto and the UN framework Convention on environment changes for reducing gases emission with greenhouse effect. The value of the engagement for reducing the gases emissions with greenhouse effect adopted in Romania is 8% compared to 1989. Electric energy is the base of the development and the quality of the electric energy, the quality of the production, transport, distribution and use, represents an important concern at present and has major implications for the next periods, over passing by its complexity the economic and technical problems; it is also associated with efficient administration issues on environment protection, social. The society needs on energy are found both in industry and the new consumers: the residential sector becomes an important energy consumer. Thus this attitude of great responsibility for creating a new production, transport, energy distribution network based on a new concept: SMART GRID - The Intelligent network including the monitoring of the electric energy quality, the integration of the distribution sources and close cooperation energy provider - client. Ongoing monitoring of the electric energy quality parameters has on one hand a preventive function not altering the network by the consumer and on the other hand an objective control function of respecting the contractual obligations (by both sides) in order to establish the necessary measures, a base to penalise deviations.
