The paper covers a couple of road safety aspects. Attention was drawn to so far unduly (according to the authors) exposed problems of negative effects of road accidents, expressed in the form of economic losses. The article separates classes of losses, particularly incurred by both direct perpetrators of accidents and road traffic participants, as well as the general public. Attention was drawn to the values of costs of road accidents, attributed to GDP and the most spectacular budget expenditures. The discussion was centered on the issue of precise monitoring the legitimacy of the social costs implied in the human participation sensu largo in road transport. In reference to that subject some authorial ideas of global assessment of the costs methods were proposed. The article presents the economic dimension of the social consequences of road accidents taking into account both categories of purely economic losses and social costs related to decreased efficiency, impaired social cycles, and hard to measure pain and suffering of direct and indirect victims of road accidents. © 2014, Instytut Badawczy Drog i Mostow. The main goal of the described project was formulation and documentation of the identification method of the potential road traffic risk caused by the unsatisfying exploitation condition of pavement. The paper presents the method's algorithm as well as the ways of visualization and documentation of the analysis results. This paper presents the results of resilient moduli tests carried out on selected hydraulically bound mixtures (HBM). Both static and dynamic loading procedures were used. In total, thirteen hydraulically bound mixtures designed for construction of road base and subgrade improvement were tested. The mixtures were composed of crushed granite, dolomite or recycled concrete mixed with a hydraulic road binder, cement and two types of fly ash. The specimens were subjected to cyclic loading with 0.248 s and 50 s load times. Moreover, the specimens were subjected to compressive and tensile strength tests. The tests showed that the load duration had no significant effect on the obtained resilient modulus. This resulted from good linear correlation between the values obtained with the two load times, namely 0.248 s and 50 s. Non-linear relationships were established between the values of compressive and tensile strength and the resilient modulus. Some differences were noted in the shape of curves drawn for the respective granular materials and binders. This indicates that some physical ingredients may have an impact on the above-mentioned relationships. © Instytut Badawczy Dróg i Mostów, Warszawa 2012.

The present paper outlines generally adopted and universally applied methodological assumptions of the evaluation of road accidents costs in the member states of the European Union. The valuation of road occurrences is recommended by means of EU directives as an essential element of safety processes of the road traffic. However, the level of data accessibility in individual member states has an effect on valuation details and the subjective scope of component categories of road accident unit costs. That is why the value of road accident costs is one of the least authoritative parameters because it is really difficult to compare its values coming from separate countries. The most significant evaluation element of accident costs has exactly humanistic dimension because it is about the valuation of non-material effects in the form of pain, sufferings, and finally the social exclusion. The paper elaborates essential problems related to the evaluation of basic categories of road accident costs (selected with regard to the data accessibility) and presents a couple of selected crucial categories of cost valuation in a social context including the value of human life. © 2014, Instytut Badawczy Drog i Mostow. In the paper results from experimental tests and state of the art of the GPR technique are presented. Tests were done with the use of SIR-20 GPR system with two antennas 1.6 GHz and 2.6 GHz. The results indicated possible application fields of this technique during condition assessment process of the concrete and prestressed bridges. Particular attention was focused on the preparation of guidelines on how to use this technique in practice. The article presents a valuation method of social costs of road accidents and collisions in Poland, which was developed in the Economic Division of Road and Bridge Research Institute. In addition to personal losses (expressed in physical victims of road accidents) and emotional losses (in relation to a victims' circle and their loved ones suffering mostly in the emotional way), the economic costs fall into a basic category of consequences of road occurrences. The high share of all these costs in the economy of countries (an average of over 2% of GDP), gives them the economic dimension of a problem. Moreover, the results of a detailed analysis of their structure convince that it is worth considering the process of road safety in a broader context, not just a transport one, but social as well. Dangers posed by road traffic and expressed as personal and emotional losses are still undervalued by a society and a governing body. That is the reason why the motorization education including the economic aspect can be effective: financial arguments appeal to the imagination of each homo economicus. From the operational level, unit costs of accidents in the form of the value of life and health of victims, are an essential element of the economic viability valuation of road projects, based on an analysis of social costs and benefits of road users. For this reason the choice of valuation methods for socio-economic costs of occurrences is essential and that is why it has been the subject of research in the field of transport economics for a long time. © 2015, Instytut Badawczy Drog i Mostow.
