Choosing the optimum tender scheme is a goal that every investor runs after, but the optimum scheme can not be measured by using the coming bid value only. If a prominent indicator of a worse bid unit is so outstanding as to conceal the other worse indices, then the tendering procedure is not objective. This paper adopts the method of entropy right that combines the objective and subjective factors to determine the proportion of entropy in decision-making and compare with the other methods. Results show that this new method improves the fairness and objectivity of tendering evaluation through accounting the information implied by the diversity of evaluation indices. ©Copyright.
