The possibility of creating a two-dimensional region with anomalously high conductivity at the interface between two dielectric polymers has been demonstrated. It is established that the conductivity of such a boundary layer is several orders of magnitude higher than the surface conductivity of an individual film. The analysis of the results makes it possible to hypothesize that a layer with a quasi-two-dimensional electron gas is formed in the interface region between two dielectric polymer films. It is shown that, on the basis of this interface, it is possible to create chemical sensors and, in fact, sensors for the relative humidity of air and pH readings. Magnetoelectric effect and the properties of electric polarization appearing in a vicinity of magnetic inhomogeneity in bi-layered ferromagnetic film have been theoretically considered. It has been shown that a variety of electric polarization transformations is possible under the action of applied magnetic field. The magnetization processes and the behaviour of polarization appear to be dependent on the relation between layers parameters. Theoretical analysis of peculiarities of electric polarization arising on magnetic non - homogeneity in bilayered structure with interlayer antiferromagnetic coupling has been performed. It has been shown that the total electric polarization can be of the positive and of the negative sign or equal to zero depending on the relation between layers parameters. Electric polarization can be governed by applied magnetic field through magnetization processes occurring in a system; in its turn the electric field affects the distribution of magnetic moments.
