It is critical to find out optimized countermeasures for promotion of energy saving and emission reduction in Beijing. The Integrated MARKAL-EFOM System (TIMES) model, a most internationally popular integrated energy optimization model, was used to produce those policy and measures. Firstly, a database for Beijing energy saving and emission reduction was created using statistics published and field data. Secondly, Beijing TIMES model was tailored from proto TIMES framework. Thirdly, the baseline scenario and enhanced scenario of energy saving and emission reduction were designed to predict and analyze the future of Beijing. The enhanced scenario mentioned comprises energy structure adjustment, building energy saving, and energy consumption efficiency improvement. Finally the energy consumption, energy structure and emission were compared between different scenarios using Beijing TIMES model. The results show that the present energy efficiency and structure can't meet the demand and object of energy saving and emission reduction in Beijing. Clean energy adjustment and building energy saving were preferred to widely carry on in Beijing, which could effectively and efficiently reduce the energy consumption and atmospheric pollutant emission.

The perspectives and knowledge of decision makers, especially those at the provincial level, have great impact on the progress of climate change adaptation in China. Therefore, identifying knowledge gaps and enhancing climate adaptation awareness of decision makers at that level is very important. Based on this aim, we conducted a survey of climate change adaptation awareness among 85 administrative and management personnel from governmental departments responsible for climate change adaptation planning in five provinces. Study findings revealed that over half of respondents have knowledge of climate change adaptation measures, but the extent of understanding varied across different adaptation aspects and regions. Among the different aspects, understanding of measures related to human health protection was the lowest. A large majority of respondents indicated an eagerness to obtain knowledge and information about climate change adaptation, but the main barrier is a lack of training and learning material. When making adaptation plans or policies, the greatest obstacle expressed was a funding shortage. Information generated from this study can provide direction and guidance for training and educating provincial decision makers in order to improve the levels of adaptation planning and policy making. © 2016 Elsevier Ltd.

The paper is intended to analyze the soft institutional constraint to rural-urban land conversion process in China and gives some proposal for further reform. The author constructs a decision-making model of rural-urban land conversion in which the local governments are policymakers taking four factors into account including rural land value, urban land value, irreversibility risk and institutional constraints. The article focuses on the last variable. It points out that it is difficult to limit the rural-urban land conversion by farmers'self-advocacy because of the legal defect on farmers'independent development of rural land, and inherent land right ambiguity of collective land ownership. And there is a long-lasting vertical control failure because of the multi-objective issue which give more weight to economic growth, though the central government is trying to limit local land conversion by use regulations and planning measures. Additionally, in view of contemporary political framework and administrative system, local governments could convert rural land to urban use without horizontal counterweights because there is no democratic mechanism to check the land conversion and Land acquisition is in the public interest, and the courts have not intervened the compensation and enforcement process effectively either. The conclusion of the paper is that "three failures", including weak self-advocacy of farmers, hesitant vertical control and powerless horizontal check, have resulted in serious soft institutional restraint to rural-urban land conversion dominated by local governments, which leads to excessive conversion of rural land, inefficient use of land resources and out-of-balance of land value increment during use change. On the basis of above analysis, three recommendations are proposed at the end of the paper: 1 ) Improving the farmers'capability of maintain their own benefits, which requiring to construct a clear rural land property system, especially empowering farmers with the right to convert their rural land independently, and introducing market mechanism; 2 ) strengthening the central government's dominance to land conversion at local levels, conforming the scientific development perspective, improving and enforcing main part functional district planning, implementing differential political achievement evaluation system, the last but not the least, equalizing of land development rights nationally; 3) enhancing balance and check of legislature and judiciary to administration..

With the deepening of reform and development of market economy, the awareness of people's protecting their rights is increasing. Hospital medical risks are increasing gradually, and medical disputes are growing continually. Medical risk management has become one of the key problems which the modern hospital administrators focus on. In this paper, the background and the causes of medical risks happening were analyzed, and the recommended countermeasures for handling the risks were brought up to establish medical risk early warning mechanism, to establish the clinical pathway of diseases management, to establish scientific and reasonable medical risk-sharing mechanism, and to construct the scientific and reasonable medical risk assessment mechanism for the information in the actual working of the hospital administrators and medical personnel and for providing the basis for the government to develop policies. © 2014 WIT Press.
