The objective of the project is to provide a conceptual basis, evidence, tools and improved incentive and policy options to support the smart provision of public goods by the EU agriculture and forestry ecosystems, in the light of trade-offs and conflicts brought about by prospective intensification scenarios, using a transdisciplinary approach. PROVIDE will consider a wide range of public goods, including the scope for intensification to produce negative externalities, in relation with a wide set of legislations. It will address the issue in a multi-scale framework working both at the EU level and at case study level in thirteen Countries of the EU. The practical results of the project will be: a renewed (un-packed) conceptualization of the notion of public goods; an operational framework to support the smart provision of public goods; a toolbox putting together an inventory/mapping of options, operational means for valuation and evaluation, and a selection of evaluated policy/sector mechanisms; a consolidated and long-lasting community of knowledge and practice. The project will achieve the above results through a mapping and inventory of public goods and the mechanisms producing such goods, allowing to identify hotspots for mechanisms and policy development. Around these hotspots, the project will then value different public goods and explore value transferability across several regions and ecosystems. Next, to meet a smart production of public goods, consistent with the current needs of productivity, bioeconomy strategy and rural development, innovative policy tools and mechanisms will be comparatively assessed and evaluated. The outcomes of these activities will feed information into the framework and toolbox. All these processes will be co-developed with stakeholders, so that the framework and toolbox will be a co-constructed product allowing incremental development also beyond the lifetime of the project, maximizing PROVIDEs impact.

One of the biggest challenges facing global society today is the widespread and growing presence of hunger and food insecurity. Given that the lead time for some social and technological solutions is long, a long-term framework on global food and nutrition security (FNS) is required. FoodSecure aims at improving the resilience of the food system, by providing a means to mitigate risks and uncertainties in the world food system caused by economic and climatic shocks while providing for sustainable economic growth. The project provides an analytical toolbox to experiment, analyse, and coordinate the effects of short and medium term policies, thereby allowing for the execution of consistent, coherent, long-term strategies with desirable consequences. The FoodSecure collaboration responds to the challenge of food shortages and volatility by providing stakeholders, in the EU and beyond, with the capacity to assess and address the short term and long term challenges of food and nutrition security both effectively and sustainably. The project draws on an expert, multi-disciplinary, science team to provide a complete set of knowledge to inform and guide decision makers and other stakeholders in formulating strategies to alleviate food shortages. The food system is analysed in relationship to the ecosystem, energy, and financial markets, all of which are potential sources of shocks that can disrupt the food system. In addition, it is examined in light of fundamental societal trends and changing attitudes towards food consumption and production. The project emphasises the diversity of challenges of FNS in countries and regions. The project delivers new empirical evidence on the drivers of global FNS, and classifies regions and livelihood systems in typologies . A harmonised data system and modelling toolbox are developed for forecasts (on short term) and forward looking (towards 2050) on future hunger. A support for effective and sustainable actions will include the identification of the critical pathways for technological and institutional change and for EU policies in the areas of development aid, climate change, trade, common agricultural policy and renewable energy, including sustainability criteria.

European rural areas are undergoing major changes, including the impacts of migration, changes in settlement patterns, demographic ageing, changes in the nature of rural-urban interactions, a decreasing role of agriculture in terms of income and employment, and changes in governance systems. The Common Agricultural Policy (CAP) is the main expenditure chapter of the EU and is directly affecting the economy of rural areas. Assessing the impact of the CAP will help in re-addressing the CAP in the wider framework of EU policy objectives. The objective of the project CAP-IRE is to develop concepts and tools to support future CAP design, based on an improved understanding of long term socio-economic mechanisms of change in rural areas. Concepts and tools will be developed, shaped by state of art literature and a wide empirical testing. Coverage includes case study regions in 9 countries of the EU. The focus will be farm households as the reference agents in the connection between policy and socio-economic change, as well as between agriculture and other sectors of the economy. Account of the wider non-EU and non-rural scenarios will be taken. The first step of the project will be to devise concepts and tools able to fill the gaps in present knowledge on development in rural areas. In the second step, these concepts and tools will be applied in an empirical analysis of mechanisms of change in selected case study areas. In a third step, tools will be used to assess the impact of CAP in the selected areas. Expected results concern: an improved conceptual view of CAP relationships in the context of changing rural areas and a framework to assess reciprocal impacts between CAP and other drivers of change in a long term perspective; models and tools to assess changes in rural areas, with particular attention to the connection between CAP and other drivers; an assessment of present dynamics of change, including impacts of CAP in the selected case study areas.

SIRIUS addresses efficient water resource management in water-scarce environments. It focuses in particular on water for food production with the perspective of a sustainable agriculture in the context of integrated river-basin management, including drought management. It aims at developing innovative and new GMES service capacities for the user community of irrigation water management and sustainable food production, in accordance with the vision of bridging and integrating sustainable development and economic competitiveness. SIRIUS merges two previously separate strands of activities, those under the umbrella of GMES, related to land products and services (which address water to some extent), and those conducted under FP5/6-Environment and national programs, related to EO-assisted user-driven products and services for the water and irrigation community. As such, it will draw on existing GMES Core Services as much as possible, by integrating these products into some of the required input for the new water management services.It also makes direct use of the EO-assisted systems and services developed in the FP6 project PLEIADeS and its precursor EU or national projects, like DEMETER, IRRIMED, ERMOT, MONIDRI, AGRASER, all addressing the irrigation water and food production sectors, some of which have resulted in sustainable system implementation since 2005. SIRIUS addresses users (water managers and food producers) at scales ranging from farm, over irrigation scheme or aquifer, to river-basins. It will provide them with maps of irrigation water requirements, crop water consumption and a range of further products for sustainable irrigation water use and management under conditions of water scarcity and drought, integrated in leading-edge participatory spatial online Decision-support systems. The SIRIUS service concept considers the economic, environmental, technical, social, and political dimensions in an integrated way.

The project will deliver a coherent and innovative evaluation of competitiveness of European food chains by integrating various new approaches. Based on this, the research results allows to deduce a congruent, coherent and consistent set of policy recommendations aiming at improving competitiveness and promoting the Knowledge Based Bio-Economy in Europe. The analysis is conducted along two lines, (1) conception and indicators of competitiveness and (2) its determinants. In the first part a comprehensive definition of competitiveness will be developed by integrating the finding from selected theoretical micro and macro approaches. In this respect the conventional conception will be extended by moving from the industry to the value chain perspective and considering commodities as well as intermediary and final products. This framework constitutes the basis for the empirical analysis, where the EU position on world markets will be discussed in relation to that of major competitors. The second part deals with selected determinants of competitiveness. These include policy intervention and business environment, productivity in agriculture and food processing, the functioning of domestic and international markets, the choice of governance structures as well as innovative activities in food processing. The investigation of each determinant will be innovative and extends the state of the art by deepening the theoretical backgrounds, extending the methodological approaches or applying empirical methods for the first time. The analysis of the determinants will contribute significantly to be better and deeper understanding of competitiveness and the deduction of policy recommendations. Research will be conducted by a team that was constituted according to the needs of the research project. Each partner is a designated expert in his/her area of research. Past co-operations among partners assure that all tasks will be arranged target-oriented in due time.

This paper aims to assess the effects of Common Agricultural Policy (CAP) on farm household behaviour and social sustainability by estimating main labour and employment indicators. The methodology used is scenario analysis based on multicriteria decision making in order to estimate and compare the impacts of different CAP scenarios on social indicators. A Multicriteria Mathematical Programming model was developed at farm household level and five future scenarios were used. The model estimates the farmers' utility function taking in account various conflicting criteria that can explain the farmers' behaviour. Then the model is used to simulate the impacts on social sustainability by estimating the social indicators mentioned above. The methodology was implemented to farm households in three case study areas, located in Macedonia Thrace (Greece), Guadalquivir Valley Andalusia (Spain) and Southern Eastern Planning Region (Bulgaria). © 2012 Elsevier Ltd.

The PERCEIVE (Perception and Evaluation of Regional and Cohesion policies by Europeans and Identification with the Values of Europe) project aims at both mapping and explaining inter- and intra-regional variations in: a) the experiences and results of cohesion policy implementation, b) citizens awareness and appreciation of EU efforts for delivering cohesion and c) European identities and citizens identification with the EU. In doing so, PERCEIVE will develop a comprehensive theory of cohesion in diversity, and use this theory to create a better understanding of the channels through which European policies contribute to create both different local understandings of the EU and different levels of European identification across profoundly different European regions. In addressing the aim of the project, PERCEIVE contrasts two different perspectives: a rational choice perspective stressing mainly the idea of institutions as rules of the game and the calculative rationality of actors as determinants of European identities and identification, and a social constructivist perspective stressing mainly the idea that European identities and identification emerge from a process of social learning associated with different institutional discourses. PERCEIVE relies on a multidisciplinary portfolio of competences bridging socio-political, regional-economic and public-administrative backgrounds. It integrates the use of both qualitative and quantitative analytical methods such as surveys, focus groups, case studies and econometric modelling. In addition, it uses particularly innovative methods such as quantitative discourse analysis to elicit meaning structures in public discourse about the EU, its regional policy and being European. Finally, PERCEIVE will produce a computer simulation environment and embed it into a virtual platform that cohesion policy stakeholders will be able to use and produce what-if analysis and long-term scenario analysis of the effects of policies.

RuralJobs will quantify the employment needs and potentials in different typologies of pilot areas within contrasting reference areas in six EU countries, evaluating the effectiveness of past and current policies in addressing these needs and potentials, and by systematic analysis of the results, providing guidelines on the better targeting of future rural development measures. The main objective is to provide a clearer understanding of the factors influencing the employment potentials of different typologies of rural areas to support the future evolution of rural development policies. This will be backed up by the identification of good practice and a support network for implementation. The consortium consists of eight partners, one from each of Bulgaria, France, Hungary, Italy, Lithuania, Romania, Spain and UK. The seven work packages are: WP1. Project management WP2. Assessment of labour market policies and programmes WP3. Assessment methodologies and indicators WP4. Typology for regions WP5. New strategies for employment in pilot areas WP6. Synthesis of recommendations WP7. Dissemination and technical assistance for mainstreaming The beneficiaries will include policy makers at EU, national and regional levels, rural development practitioners including public sector agencies, SMEs and trade groups, NGOs etc. and academics. The deliverables will be: reports on past and current policies and programmes, assessment methodologies, rural typologies, labour market scenarios for pilot areas and regional foresight scenarios; a synthesis of recommendations for future rural development strategies, four regional conferences/workshops; a two-day international conference in Brussel; academic publications; training materials and a website. The sustainable outcome of RuralJobs will be the greater capacity of actors to better target rural development measures, supported by the RUR@CT network and reference area reports on mainstreaming good practice.

Starting from the fact that land use regulations can directly affect assignment and reassignment of property rights over land, the authors examine the link between land use regulation and property rights in Serbia by analyzing relevant literature, as well as legislation and regulations. Current legal framework that regulates property rights over land is inconsistent in many parts, while the effects of land use regulations are very dependent on structural institutional transformations and interdependent on property rights. In this regard, the paper gives a critical overview of framework of property rights regime over land and urban construction and agricultural land regulation in Serbia. After reviewing existing literature, legislation and institutional regulation on the main issues of land use regulations and property rights, the authors discuss in particular redefinition of property rights over land, processes of privatization and restitution of land. The authors indicate that resolving property rights over land is very important both for social issues and for economy and regarding this, land restitution, supported by efficient land administration, is the precondition for successful privatization process.

This paper incorporates the interdisciplinary New Institutional Economics in a comprehensive framework for analyzing risk management in the agri-food sector. First, it specifies the diverse types of agri-food risks (natural, technical, behavioral, economic, policy, etc.) and the modes of their management (market, private, public, and hybrid). Second, it defines the efficiency of risk management and identifies the factors (personal, institutional, dimensional, technological, and natural) of governance choice. Next, it presents stages in the analysis of risk management and the improvement of public intervention in the governance of risk. Finally, it identifies the contemporary opportunities and challenges for risk governance in the agri-food chain.
