The primary aim of this study is to measure the relative efficiency of the high-tech manufacturing sectors in China at the 31 regional level. By applying a non-parametric method, i.e., data envelopment analysis (DEA), some relative indexes such as Malmquist productivity index and associated efficiency are revealed in five high-tech manufacturing sectors in China. The empirical analysis incorporates obtainable inputs (full-time equivalent of R&D personnel and intramural expenditure on R&D) and outputs (sales revenue of new products and number of patents in force) by using China Statistic Yearbook on High Technology Industry between 2010 and 2014 period. The research results reveal the following: (1) The Malmquist productivity index witnessed the improvement in efficiency,productivity as well as in technology, meanwhile, the index showed a decline in technological change. (2) Among five main categories of high-tech industry, manufacture of aircrafts and spacecrafts and related equipment is more efficient than the rest four sectors. However, the specific industries from most competitive industry didn't have an impressive performance. (3) In the industry and region level, no more than 22% of them with DEA efficiency value of 1, revealing that the overall efficiency of Chinese high-tech industry is quite low. Among the 155 units, only 2 units are classified as being increasing returns to scale, 71 units have decreasing returns to scale and 55 units belong to constant returns to scale. The findings imply that the sufficient level of R&D expenditure of the high-tech sectors ought to be regarded. © 2016 American Scientific Publishers All rights reserved.

Currently, multimedia-assisted foreign language teaching is a topic of high interest in the field of foreign language teaching. The combination between multimedia and foreign language teaching enables the teaching activity to integrate functions, such as words, phrases, sounds, images, figures and animations which can arouse and stimulate the students' enthusiasm and initiative as well as improve the teaching efficiency. However, the insufficient study of current foreign language teaching on both of the theories and practices of the multimedia-assisted foreign language teaching results in an unsatisfactory outcome of the multimedia- assisted teaching utilized by many foreign language teachers in middle school. Based on the knowledge and analysis of the status quo of the multimedia-assisted foreign language teaching and its design, this paper systematically discusses its contents of listening, speaking, reading and writing as well as its design, aiming at promoting teachers to spontaneously use the multimedia in the foreign language teaching, taking the maximum advantage of the multimediaassisted teaching.

With the improvement of people's living standards, the food safety issue occurs frequently. How to identify all kinds of risks, evaluate these risks scientifically and manage the risk control effectively are the challenge for each sully chain manager and the relevant researchers. In order to reduce the occurrence of the food safety issues and ensure the quality of the people's life, it is necessary to evaluate the food safety. Based on the food supply chain safety evaluation model, this paper uses AHP fuzzy integrated evaluation method with a new scale to evaluate food supply chain safety risk. Problems in the teaching of Java courses include: knowledge isolation, the lack of an integrated course, lack of student practice ability and the lack of reflection on the teaching. In view of these problems, an active project-driven, CDIO-based method was proposed and applied to the Java curriculum. The reform covered the curriculum redesign, ability objectives matrix construction, project implementation, reflection on course teaching and student academic performance assessment. This work provides a reference for engineering teaching reform, particularly, for Chinese universities and colleges. © 2016 WIETE.

The three commonly used remote sensing land surface temperature retrieval methods are described, namely single-window algorithm, split window algorithm and multi-channel algorithm, which have their advantages and disadvantages. The land surface temperature (LST) of study area was retrieved with multi-source remote sensing data. LST of study area was retrieved with the split window algorithm on January 10, 2003 and November 19, 2003 which is comparatively analyzed with the LST result of ETM+ data with the single-window algorithm and the LST result of ASTER data with multi channel algorithm in the same period. The results show that land surface temperature of different land features are significantly different, where the surface temperature of urban land is the highest, and that of rivers and lakes is the lowest, followed by woodland. It is concluded that the expansion of urban green space and protection of urban water can prevent or diminish the urban heat island. © (2014) Trans Tech Publications, Switzerland.

As an environmental problem arousing worldwide concern, agricultural nonpoint pollution affects sustainable economic development. As a traditional agricultural province, the economic structure in Inner Mongolia Autonomous Region is currently being industrialized. However, the rapid development of agriculture causes serious damage to the environment. The agricultural nonpoint source pollution index and economic growth data from 2000 to 2014 in Inner Mongolia Autonomous Region were selected to explore the short-term and long-term dynamic relationship between agricultural economic growth and agricultural nonpoint source pollution in this region and ensure the existence of an environmental curvilinear relationship. Whether agricultural economic growth and agricultural nonpoint source pollution are co-integrated was analysed, and their environmental curvilinear relationship was determined. Results show that nonpoint pollution and economic development appear positively correlated during the research period. The per capita output value of farming, forestry, husbandry, and fishery relates to fertilizer, pesticides, and agricultural film loss per unit area in an inverted U-shaped curve, whereas the livestock and poultry manure emission present an "inverted U-shaped + U-shaped" curve during the transition period. This study has theoretical and practical significance in effectively understanding agricultural nonpoint source pollution, addressing the problem, and proposing operative suggestions for economic growth in Inner Mongolia Autonomous Region.

Inner Mongolia is one of the most typical and severe dry provinces, drought is it's main meteorological disasters. Remote sensing monitoring becomes irreplaceable effective means in the regional drought monitoring and drought mechanism research with the advantages of macro, rapid, objective, dynamic and real time. Inner Mongolia region is vast and flat, so suitable for carrying out the regional drought monitoring research with remote sensing technology. Application of meteorological drought indices and historical documents for drought monitoring and study is relatively more. However application of remote sensing technology for drought monitoring in Inner Mongolia is at the beginning stage of development. Further study and exploration is urgently needed. In this paper research work of application of remote sensing approach in drought monitoring in Inner Mongolia is summarized and existing problems are pointed out. Research and observations indicate that close and successful international cooperation between companies requires people with overall talent who demonstrate both technical expertise and a good command of English. However, the majority of current graduates in China cannot meet those requirements. To cultivate highly skilled people able to effectively communicate in English is a major challenge and a strategic goal for universities. This article reports on a progressive specialty-oriented English teaching system deployed throughout the whole university study course that aims to help students convert their broad knowledge of English into specialised English. Practice has shown that this teaching mode can deliver the expected outcomes and it brings positive results for students. © 2015 WIETE.

This paper provides a hybrid technique PCA-SM-GHSOM for clustering the quarterly financial data into normal and abnormal groups. For evaluating the performance of this hybrid method, we give some empirical analysis for the listed traditional Chinese medicine (TCM) companies. Three stages are proposed for the clustering experiment. Firstly, we use the PCA method to reduce the high dimensions of financial ratios into low dimensions. Secondly, we adopt cosine similarity method to select three best matching companies in the same TCM sector, and further get the deviation dataset of the considered company. Finally, we put the deviation dataset into the GHSOM system and get the clustering results for training dataset and testing dataset respectively. Furthermore, we give some comparisons with other different techniques of single GHSOM, PCA-GHSOM and SM-GHSOM, and find that the proposed hybrid technique can improve significantly the accuracy for clustering the financial data into normal and abnormal groups.

For the limited availability of established Mongolian named entity dictionary, with the increase of the new terminology and network vocabulary, Mongolian named entity dictionary was not able to update in time. This paper puts forward a method of named entity recognition, which based on a combination of multiple features and CRF. The method of named entity recognition proposed in this paper firstly cluster the entities that never appear in the repository with the method of hierarchical converged clustering, then carry through the normal words recognition and adjust the results of feature base. © 2015 IEEE.
