Forty-four leaf tobacco samples from Hunan province were collected and tested by sensory evaluation to study regional distribution characteristics of flavor types and notes. Spatial distribution of various flavors and aroma scales was drawn by inverse distance weighting (IDW) method. Results showed that: 1) strong flavor type was from little to prominent, with hay incense, burnt sweetness aroma and burnt aroma as the principal notes. 2) significant differences were found between strong flavor type and burnt-sweetness type among different regions, with non-significant differences for hay incense, pure-sweetness aroma, nutty aroma, burnt aroma and spicy flavor. 3) IDW map indicated that scales of strong flavor type, burnt-sweetness aroma, burnt aroma and spicy flavor decreased from south to north, and the same for hay incense from northwest to south, and for pure-sweetness aroma from west to east. Nutty aroma and woody aroma were distributed in spots.

Aroma component proportion and their differences among enriched, clear, and intermediate in flue-cured tobacco were studied with 84 leaf samples (C3F) from main tobacco planting regions in 2009. Results showed that significant or extremely significant differences existed in some aroma components proportion among aroma styles. In general, clear aroma tobacco had significantly higher proportion of Maillard reaction products, and significant or extremely significant lower proportion of Neophytadiene than enriched and intermediate aroma style tobacco. Intermediate aroma tobacco contained extremely significant lower proportion of Phenylalanine products and Cemdrenoid products than enriched and clear aroma tobacco.

Such problems as law enforcement overlapping, coordination at different administration levels and inadequate connection to criminal justice still exist in the current collaborative mechanism in tobacco monopoly law enforcement. This paper addressed the necessity of changing "department management" into "government administration" and setting up comprehensive and multi-level collaborative mechanism with relevant law enforcement and judicial departments on the basis of advantage and disadvantage analysis of current domestic administrative law enforcement collaborative mechanism model and the successful experience in practice. Concrete suggestions and measures were thus proposed for optimizing tobacco law enforcement collaborative mechanism, which will help to establish a collaborative mechanism featuring "joint efforts and close collaboration of different departments under government leadership ". ©, 2015, State Tobacco Monopoly Bureau and China Tobacco Society.
