Rural-urban land conversion is a universal phenomenon in the rapid process of economic development and urban growth. The welfare of farmers who lost their farmland attracted a widespread concern within the society and academia. However, further research about differentiated policies according to the characteristics of different farmer groups is still need to be conducted. This article divides the land-lost farmers into three age groups: younger than 45, 45–65, and more than 65. It proposes a welfare index system including eight functional areas based on different age groups of affected farmers, taking four districts of Wuhan City as case study area. Fuzzy mathematics method is used to derive the aggregated welfare effect index. Our analysis show that the overall welfare levels of land-lost farmers of all age groups declined, but with a varying degree, with the level of welfare in those farmers who are 45–65 years old, younger than 45 years old, and older than 65 years old decreased by 18.7%, 16.6%, and 12.7%, respectively. The direction and degree of effects on the functional activity index varies among different groups. Economic conditions, living environment, health, and social participation of all age groups decrease while social security and housing conditions increase. On the other hand, development opportunities, social communication, and leisure have different changing directions in different age stages. These results call for differentiated and tailor-made compensation policies for land-lost farmers, towards improving the welfare levels of all farmers and reduce the disparity among them. © 2016 Shandong Normal University. This paper took into account both the expected outputs and unexpected outputs in the agricultural economic accounting system, building a DEAMalmquist index based on the calculation of agricultural carbon emissions, to estimate agricultural carbon emissions performance of 31 provinces (autonomous regions, municipalities) in China from 1999 to 2011. Results show that: (1) provincial differences exist in different regions: there are 24 regions' agricultural carbon emissions performance being in ascension, such as Inner Mongolia, Beijing, Heilongjiang, Jilin, etc., while the other 7 regions' deteriorating. (2) The main contribution factors of the agricultural carbon emissions performance varies much among the three areas in China: the agricultural carbon emissions performance in the East is improving owes to technical changes, while it mainly depends on the improvement of technical efficiency in the Central and the West areas with worsening trend. Further, from the convergence test, we found that (3) the standard deviation of China's agricultural carbon emissions efficiency shows an inverted-U shape curve, as well as the East, the Central and the West area. (4) China's agricultural carbon emissions efficiency has both absolute and conditional β-convergence; in the east area, while a conditional β-convergence is existing, no absolute β-convergence is available; there is neither conditional nor absolute β-convergence in the Central area, and so does the West area. With a farmers' welfare evaluation index system established based on Amartya Sen's capability approach, and the fuzzy comprehensive evaluation method, a case study was performed of Ezhou and Xiantao, Hubei Province to evaluate changes in farmers' welfare as a result of concentration of living(inhabitaregion). Results show that the farmers’ welfare decreased somewhat in level both in the two regions, and fuzzy evaluation indicates a drop from 0.455 and 0.442 to 0.373 and 0.366, respectively. From the perspective of functional activities, their social resources, housing conditions and living environment all improved, however, their economic conditions, guarantee of rights and interests and psychological emotion deteriorated in different degrees. Among all the functional activities, family economic conditions and guarantee of rights and interests varied the most significantly and were the major contributors to the decline of their welfare. From the angle of conversion factors, their education level, proportion of dependent population and regional differences all had some impacts changing the farmers' welfare. © 2014, China Environmental Science Press. Small rural enterprises represent a large portion of both employment and total sales in any economy, yet they received a disproportionately low level of attention in research. The effects of electronic commerce on rural small enterprise are examined. Initial results indicate that electronic commerce has a generally positive effect on rural small enterprise, particularly given the rather unique nature of these business entities relative to their more urban and larger counterparts. © 2014 WIT Press.
