Industrial upgrading as well as energy saving and emission reduction is considered as an important guarantee for China's sustainable development strategy implementation. Fiscal and taxation policies are an essential means of macroeconomic regulation and control in China's economy, which plays a certain role in regulating industrial upgrading as well as energy-saving and emission reduction. In this paper, the necessity of energy saving and emission reduction was analyzed; meanwhile, fiscal and taxation policies of energy saving and emission reduction were promoted. Through the CGE model of fiscal and taxation policies of energy saving and emission reduction, two schemes were proposed to simulate calculation. Ultimately the feasibility of the model was proved by calculation, which had certain reference significance to fiscal and taxation policies of industrial upgrading under the trend of energy saving and emission reduction.

Attapulgites (AT) were modified by coupling agent 3-(trimethoxysilyl) propyl methacrylate ( KH570 ). Then, the modified AT (MAT) and unmodified AT particles were compounded with Polypropylene (PP) to prepare PP/MAT and PP/AT composites respectively. Their structure and properties were characterized by mechanical testing, differntial scanning calorimetry (DSC) and Scanning electron microscopy (SEM). The results showed that the tensile strength of PP/MAT and PP/AT composites were both improved by filling of 1∼7 wt% AT particles. The izod impact strength of PP/MAT composites were increased obviously than that of PP/AT composites with AT content of 1∼7 wt%, and it attain the most at 1 wt% filler loading. The crystallization temperature of PP/MAT composites was increased than that of PP/AT composites and pure PP. The degree of supercooling was decreased indicates that the crystallization rate of polymer is improved. The crystallization rate of the PP phase is enhanced in the PP/MAT composites due to the introduction of homogeneous dispersed AT modified by KH570 and good interface adhesion between the AT and PP matrix.

On the basis of comprehensive analysis of the traditional evaluation method, this paper proposes a financial competitiveness evaluation model combining the entropy weight method and grey correlation theory, better overcome the incompleteness and uncertainty of information, and reveal the implicit relationship between the sample indicators, provides a practical and feasible method to analyze and evaluate enterprise financial competitiveness. Enterprise core competitiveness theory is put forward to provide a new perspective to examine the opponent and evaluation for the enterprise operator. © 2016 IEEE.

Because of the natural environmental conditions have important impacts to the operation running states of wind turbine operation, enhancing and improving wind turbine operation effectiveness is an urgent task which we faced. This paper summarizes some natural conditions such as typhoon, lighting stroke, salt mist, air pressure, air temperature on the impact of wind turbine operation, and analyzing its generated mechanisms, giving the wind turbine operation design and operating solution under all kinds of natural environment,thus improving the adaptability of wind turbine operation to natural environmental conditions. © Research India Publications.

In this paper, an adaptive interpolation method of digital image focusing on edge information is studied. The target is multi-level zoom ensuring image quality and keeping edge information. And this method is composed of three key models. (1) Accurate edge detecting model. Edge detecting model is the basic model to describe image features and the classic Canny edge detector is applied to get accurate image edge information. (2) Adaptive interpolation model. Kriging interpolation algorithm is used to interpolate zoom image using gray information and spatial distribution information of image. (3) adaptive image interpolation. Using Canny edge detector, original image is divided into edge and non edge region. And in image zoom process, the weighted neighborhood interpolation is applied to produce non edge pixels. Kriging interpolation is applied to produce edge pixels to Keep edge characteristics. Experiment is carried out to test the effectiveness and characteristics of this approach. Experimental results approve that it can realize multi-level zoom and keep edge information while image zoom out. Experimental results show the validity and practicability of the research method and it has good application potential. © 2014 IEEE.

In this paper, an automatic cloud-contaminated area detection approach is studied using multi-temporal middle-spatial satellite remote sensing images. A cloud detection method using multi-temporal images based on change detection method in remote sensing image interpretation and timing information are applied. This approach is composed of three models. Firstly, image preprocessing is applied to image data, including relative geometrical registration and radiation correction. Secondly, multi-scale segmentation is applied to multi-temporal images using commercial software Ecognition. Thirdly, difference images are obtained from multi-temporal remote sensing images using a temporal-spatial difference analysis model based on Mathematical statistics approach. And finally, accurate cloud-contaminated area detection results are obtained using difference image with threshold segmentation. Multiple experiments are carried out to test the effectiveness, robustness and applicability of this approach. Experimental results prove that this approach has the characteristics of high-accuracy and it can be applied to cloud-contaminated area detection with multi-temporal remote sensing images. © 2014 IEEE.

As a general signal source, signal generator has an extensive application in auto-control system, communication engineering and various of electronic circuit, so that supply the strict technology requirement electronic signal for electronic measurement and computation. This article puts forward the design principle and method on how to carry out the sinusoidal signal based on the rapid DSP chip TMS320C5402, illustrate the hardware circuit diagram and software program structure diagram. Combined the hardware characteristic of DSP chip, achieve the expected output of the sine wave through the use of Taylor series formula, consequently reach the intention of the design. © 2013 American Society of Civil Engineers.

With the popularity of the Internet, e-mail with its fast and convenient advantages has gradually developed into one of the important communication tools in people's lives. However, the problem of followed spam is increasingly severe, it is not only the dissemination of harmful information, but also waste of public resources. To solve this problem, the author proposed a mail filtering algorithm based on the feedback correction probability learning. The feedback correction probability training has less feedback learning data and use error-driven training in order to achieve a high classification effect. Transferrin receptor (TfR) has been used as a target for the molecular cancer therapy due to its higher expression in a variety of tumors. Anti-TfR antibodies combined with chemotherapeutic drugs has showed great potential as a possible cancer therapeutic strategy. In our study, we investigated the anti-tumor effects of anti-TfR monoclonal antibody (mAb) alone or in combination with curcumin in vitro.We detected the apoptosis, proliferation and cell cycle of glioma cells after treated with anti-TfR mAb and curcumin alone or the combinations by flow cytometer.Anti-TfR mAb or curcumin could inhibit proliferation of tumor cells. Anti-TfR mAb marked S phase arrest and curcumin induced G2/M arrest in tumor cells. When anti-TfR mAb and curcumin were used simultaneously, a synergistic effect was detected in relation to tumor growth inhibition and the induction of cells necrosis.These results provided a potential role of anti-TfR mAb-containing curcumin in the treatment for gliomas.
