The "Derivation of De Minimis Threshold Values for Groundwater" released by the Working Group on water issues of the Federal States and the Federal Government (LAWA) in 2004 was updated in 2012/2013. The derivation concept and the approach in the current adjustment of the derivation and their results will be described.

Off-site nuclear emergency preparedness has to deal with extensive scenarios. In consequence, radiologial assessment in such cases has to follow a transboundary approach. The joint evaluation and assessment of the radiological situation and the decision on emergency countermeasures after a nuclear accident in the NPP Biblis as required in the Basic Recommendations for Civil Protection was trained in a concerted excercise by Hessen, Rheinland-Pfalz und Baden-Württemberg in autumn 2008. © Carl Hanser Verlag, München.

The Federal Congress of the Association of Engineers for Water Management, Waste Management and Land Improvement (BWK) and technical forums have revived and presented the spectrum of current themes. From the sewage water and sludge disposal to the waste treatment and recycling of reusable materials to the adaptation to climate change, interesting lectures were brought forward. For the first time, the Young Forum of the BWK which is directed towards the younger BWK members took place. The 27th federal congress with 250 interested parties was again well attended.

The timely implementation of legally secure approval procedures poses special requirements on the licensing authority; it is to be considered that after all, a multitude of material and procedurally legal provisions must be taken into account. At the same time, the interests of the applicant after a quick and non-bureaucratic procedure must be aligned with the legitimate concerns of the general public and the environmental associations.

The 25th BWK Federal Congress, which took place this year at the "port of the European cultural capital Ruhr 2010", was well attended with more than 300 participants. The visitors were offered an interesting lecture and sightseeing program which was topped off with a technical exhibition and a diversified framework program.

Dumpsites for community wastes in Hesse were studied and assessed with regard to their raw material potential. In the process, it was shown that the recyclable fractional contents are very varied but still considerable. Dumpsites are not just to be seen as potential cases of old and inherited pollution, but also as resource storages, whose development could be worthwhile.

An essential reform of the European Industrial Emissions Directive is the duty to restore the facility site to the initial state in the event of water and soil contaminations. A report on the initial conditions of water and soil (baseline report on the initial state AZB) is to be created for this. This has led to some disconcertment. However, one can circumvent it.

High noise levels along the railway in the Middle Rhine Valley by rail transport, particularly nightly freight transportation, are known for years. The Ministries for Environment and Transport of the states Hesse and Rhineland-Palatinate published a 10-point program called "Quiet Rhine Valley" in 2010, which is a protection concept for the reduction of railway noise in the Rhine Valley. The main aspects of the protection concept as described in this article are a noise monitoring, an exposition impact graph for the Rhine Valley as well as the new developed impact railway noise index. According to the different noise effects for day and night time, the index is split. Related to every township the index shows the percentage of highly annoyed persons during the day time and also the average of nightly awake reactions per person. The railway noise index gives the possibility to determine the impact of noise protection measures. For example, a reduction of speed to 70 km/h means an obvious reduction of the index values. To have the same effect, at least 50% of the goods wagons would have to be converted to low noise brake pads. Using the dose-effect-relation as a tool for the determination of effects of measures in contrast to the exposure analysis of the strategic noise mapping is advantageous. With the dose-effect-relation a statement can be given, if a measure is adequate for the protection of only a few highly annoyed persons or a bigger amount of less annoyed persons.
