The social sciences and natural sciences both has the achievement which many are worth using for reference mutually, the ecology by its unique charm gradually penetrate to the social sciences domain, has eagerly anticipated an academic upsurge. The knowledge ecosystem's concept was proposed from the view of knowledge management, and the knowledge ecosystem theory has introduced the library. In this paper the library knowledge ecosystem that is a special ecosystem was constructed through ecosystem's fundamental theory and the characteristic, and the knowledge distribution and the flowing rule of the library knowledge ecosystem was revealed based on complex network. In the library there were the knowledge individual who masters the different knowledge, the knowledge individual forms the knowledge population as a result of its knowledge similarity and the specific goal, the different knowledge population as well as the periphery environment constituted the library knowledge ecosystem together. Therefore the library knowledge ecosystem was constructed using the complex network and analyses its topology characteristics to be possible to provide a more perfect feasible frame for the library knowledge management fundamental research. There are many potential risk factors in the procurement process of tobacco material, it is important to how to identify risk factors and prevent it effectively. In this paper, based on the theory of procurement management, we analyzed the current situation of procurement management of tobacco material in Guizhou province and identified the problems. And then, we constructed the risk warning system of tobacco materials procurement in Guizhou province and analyzed the structure of system, and we worked out the risk warning system of tobacco material procurement from the three aspects of external environment risk, supplier credit risk and risk internal staff. Finally, we use the method of fuzzy comprehensive evaluation to make an empirical study, and we put forward the corresponding countermeasures according to the evaluation results and hoping to provide a theoretical basis and reference for the tobacco companies to reduce procurement costs and control the risk of procurement. Also, we designed the risk warming system of tobacco materials based on date mining, including the system environment, function module and the system structure. Based on the analysis of information construction and management the tobacco materials in Guizhou province in this paper, we analyzed the demand of information construction of tobacco material management and proposed the design objectives, development and operating environment of the management information system of tobacco material. Secondly, we proposed the design concepts of the management information system of tobacco materials, that is we use 3-tier application model to design and develop this system, and based on the demand of management information system of tobacco material for the tobacco companies in Guizhou province, we established the overall architecture of the system which mainly including six modules of planning management, entering-warehouse management, inventory management, out-of-warehouse management, imputing basic data and system management. Finally, we realized the system scheme by using the development tools of visualization software which is Visual Basi6.0 and the tool of designing database which is Acess2003. In this letter, we deal with a class of memristor-based neural networks with distributed leakage delays. By applying a new Lyapunov function method, we obtain some sufficient conditions that ensure the existence, uniqueness, and global exponential stability of almost periodic solutions of neural networks.We apply the results of this solution to prove the existence and stability of periodic solutions for this delayed neural network with periodic coefficients. We then provide an example to illustrate the effectiveness of the theoretical results. Our results are completely new and complement the previous studies Chen, Zeng, and Jiang (2014) and Jiang, Zeng, and Chen (2015). © 2016 Massachusetts Institute of Technology.

In this paper, shunting inhibitory cellular neural networks(SICNNs) with neutral type delays and time-varying leakage delays are investigated. By applying Lyapunov functional method and differential inequality techniques, a set of sufficient conditions are obtained for the existence and exponential stability of pseudo almost periodic solutions of the model. An example is given to support the theoretical findings. Our results improve and generalize those of the previous studies. © 2014 Informa UK, Ltd.

China is the one of the only several countries of which energy consumption are coal-dominated in the world. China's current coal production accounts for about a quarter of world production. Energy demand forecast is the basis and prerequisite for the development of energy development strategy and planning. We regard the whole energy demand as an ecological circle, and different types of energy are regarded as a population in the ecosphere. By studying the interaction and development of the population, we forecast the changes in entire ecosystem and even the evolution of the ecosystem. Therefore, for the energy consumption structure forecast, we assume that the three populations are coal consumption, oil consumption and natural gas consumption. Population growth is forecasted by population competition analysis. The three kinds of resources in the competition environment will also have their own impact coefficient at the same time. By using the model, we calculate that coal, oil and natural gas consumption accounted for the proportion of total energy consumption are 62.5%, 29.2% and 8.3% by 2020, respectively. The proportion of total energy consumption of coal declines from 70% in 2008 to around 65%, but it is still a high ratio. Coal consumption is responsible for about 90% of total SO2 emissions, 60% of total NOX emissions and 85% of total CO2 emissions. Oil is mainstream energy in the world, but the prevailing rate in energy consumption is not high in China. In order to increase the ratio of oil, the petrochemical industry capacity needs to be enhanced, and the process needs to continue to improve. The results of the model predictions can help policy makers with better decision, as well as provide some management advice. Copyright 7copy; 2017, AIDIC Servizi S.r.l.

In this letter, a class of Cohen-Grossberg shunting inhibitory neural networks with time-varying delays and impulses is investigated. Sufficient conditions for the existence and exponential stability of antiperiodic solutions of such a class of neural networks are established. Our results are new and complementary to previously known results. In this paper, we investigate the multiple attribute decision making problems for evaluating the China's tax collection efficiency with 2-tuple linguistic information. We extended the TOPSIS model to solve the evaluation problems of the China's tax collection efficiency with 2-tuple linguistic information. According to the traditional ideas of TOPSIS, the optimal alternative(s) is determined by calculating the shortest distance from the 2-tuple linguistic positive ideal solution (TLPIS) and on the other side the farthest distance of the 2-tuple linguistic negative ideal solution (TLNIS). It is based on the concept that the optimal alternative should have the shortest distance from the positive ideal solution and on the other side the farthest distance of the negative ideal solution. Finally, a numerical example for evaluating the China's tax collection efficiency with 2-tuple linguistic information is used to illustrate the applicability and effectiveness of the proposed model.

In Thailand, a universal coverage health care scheme for Thai citizens and a foreign worker health insurance program for registered foreign workers have been implemented since 2001. This study uses the 2000-2004 panel data of the Kanchanaburi Demographic Surveillance System to explore the role of health insurance in influencing the use of health care for Thai, Thai ethnic minority, and ethnic minority migrants from 2000 to 2004. The results show that health insurance plays a major role in improving the use of health care for ethnic groups, especially for Thai ethnic minorities. However, a gap still existed in 2004 between health insurance and health care use by ethnic minority migrants and by Thais. The results suggest that improving health insurance status for ethnic minority migrants should be encouraged to reduce the ethnic gap in the use of health care. © 2010 APJPH.

The construction and application of enterprise management information system (EMIS) play a major role for the survival and development of the enterprises. However, while we are noticing the rapid development of MIS, we must pay attention to the problems that exist in the construction of enterprise management information system (EMIS) projects. The success rate of the construction of enterprise management information system (EMIS) projects is lower than that of other projects both in developed and developing countries. More and more investments in it can't reach expectation of the enterprises. The problem of evaluating the enterprise management information system with intuitionisitc fuzzy information is the multiple attribute decision making (MADM). In this paper, we investigate the multiple attribute decision making (MADM) problems for evaluating the enterprise management information system with intuitionistic fuzzy information. We utilize the intuitionistic fuzzy hybrid geometric (IFHG) operator to aggregate the intuitionistic fuzzy information corresponding to each alternative and get the overall value of the alternatives, then rank the alternatives and select the most desirable one(s) according to the score function and accuracy function. Finally an illustrative example has been given to show the developed approach.
