High energy consumption, heavy pollution, poor reliability and low control accuracy are the main shortcomings of heat treatment technology and equipment in our country recently. Perfection of the system of standards and formulation of relevant standards and codes are propitious to specification for the production of enterprises, especially in the heat treatment equipment manufacturing, make them have laws to abide, and can further reduce the energy consumption and pollution and improve the control precision and the reliability of equipment. In this paper, according to the characteristics of heat treatment production equipment, the evaluation index of clean energy saving heat treatment equipment were stipulated five indexes including basic requirements, technical requirements, reliability requirements, energy consumption and waste emission limit.

The paper cutter of a particular model billing machine, made from imported high-speed steel sheet originally, could not meet the requirement of service life and it is difficult to process, and the process is expensive. When the material was changed into pre-quenching 65Mn steel plate with ion nitriding and TiN composite surface coating at low temperature. The service life of cutter reaches the requirement and the cost and machining difficult are reduced, the surface color becomes uniform and good looking.
