International agreements have been changed in the environmental approaches to protection and planning systems. It is one of the changing forestry activities that multi-purpose planning and decision-making techniques. In addition, the Model Forest Networks has been aimed to share more beautiful forest environments for future generations. Forestry activities into model forests have been integrated to change to different concepts. International Model Forest Network wants to ensure that people ensuring the development of economic and socio-cultural field, and the sustainable management of the environment. Yalova has been accepted for membership of the model forest network in 2011. It is described to occurring in the process of accession to the model forest stages. Model forest area covers in the province of Yalova. The forests in Yalova have been targeted by the operation such as economic, ecological, and socio-cultural services and values. In this sense to model forest, it can be counted income sources not only the production of wood and non-wood products but also eco-tourism, thermal tourism, local markets and beekeeping activities exhibited cultural values. The promotion of all activities in the international arena is great to contribute to related forest sectors including creation of market conditions, sociological, economic and ecological sense. The first approach to model forest network prepared the strategic plan for the operation of participatory approaches. Creation of strategic plans in model forest will be reached more easily to determine all targets. Since we identified deficiencies of for planning in the model forests, we will be more reliable to prepare ecosystem-based multi-purpose forests plans. If the model forest applications are protected natural ecosystem, this model forest network will continue to be spread in Turkey and the world.

The forest conservation organizations in Turkey have recommended changing the classical forest management systems to protect forest biodiversity since 2006. This study discusses the spatio-temporal analysis of forest management activities and land use changes in Yalova Forest Ecosystems, Turkey. We focused on the Yalova City because (a) it is located in a highly urbanized area, northwestern Turkey, (b) forest is a governmental ownership and producing of many non-wood forest product and wildlife species, (c) governmental organizations are encouraged to be decreased clear-cuts to protect forest ecosystems; (d) GIS databases are available in Yalova; (e) Yalova Forestry Administration has a membership of the Mediterranean Model Forest Network in 2011, and (f) many new forest policies will be developed in Turkey after the membership of the model forest. This study used forest management plans of Yalova Forest during 1971–2008 periods and analyzed data in geographic information system (GIS). Results showed that the rate of forest area in the Yalova steadily increased from 53.4 % in 1971 to 61.2 % to 62.5 % between 1994 and 2008 respectively. © 2014, Indian Society of Remote Sensing.

Model forests are nongovernmental organizations at local, regional and international level which are mainly focused on reconciling the conflicts between the stakeholders. This is an innovative approach to organization, which has been receiving more and more attraction from increasing number of countries, which gradually increased the number of model forests for the last 25 years. If these organizations reach desired levels of structure, medium, impacts and assets their contribution in sustainable forest resources management will increase ipso facto. The very first model forest of Turkey was created in Yalova Province in 2010. Yalova Province has certain fundamental problems including but not limited to; population growth and unplanned urbanization caused by industrialization, uncontrolled increase in demand for fire wood and non-wooden products of forestry resources, questionable resource management decisions adopted in the past and low-income levels of the people especially those in the rural areas. The main objective of present case study is to analyze Yalova Model Forest (YMF) so as to determine the possible problems that may occur during implementation of sustainable management for forestry resources through a planning approach with multiple stakeholders. As a result of research, it has been revealed that YMF has certain significant structural, environmental and impact-related problems. In order to ensure continuity of YMFs contribution to sustainable forestry resources management, these problems need to be addressed promptly.

The Yalova Model Forest in Yalova, Turkey, covers a total area of 79 185 ha, of which 46 613 ha (59 percent) are forested. The forest is publicly owned and managed by the Forest District Directorate, and was accepted as a Model Forest by the International Model Forest Network in February 2011. 66 percent of whom live in urban areas and the remainder in rural areas. There is a large seasonal increase in the size of the population in coastal areas in summer. The Yalova forest is located near three large cities (Istanbul, Kocaeli and Bursa) and is therefore strategically placed for commerce and tourism. At the same time, these urban areas generate air pollution that could negatively affect forest health, and increasing population also represents a potential threat. In Turkey, all forests belong to, and are administered by, the state. The General Directorate of Forestry (GDF) is the authority that applies the rules established by the country's Constitution and publishes statues, codes and policy papers.
