To understand how the ASME Code controls of the expressed precision of the quantity in U. S Customary Unit and in SI Unit, the data rounding rules dominantly used worldwide was introduced firstly, and the temperature conversion to and for these two measurement unit systems were discussed. This paper may be referred in the conversion of other quantities.

Qualification of welding fillers in RCC-M was nothing more than a mechanically piecing together of the normal process inspection that have to be conducted by the welding material supplier, and welding procedure qualification that should be performed by the manufacturer of mechanical components. It was unnecessary and redundant for standardized welding materials, and far less enough for development of a new sort of welding material. Therefore, it was likely to be inappropriate as a law provision.

Some new understandings about welding procedure qualification, obtaining through reading ASME Code, Section IX in conjunction with code product construction are introduced. U-sing these understandings in the practice of preparation and qualification of WPS would result in largely expanding the applicable range of a qualified WPS, and hence the minimizing the work burden of welding engineers, as well as optimizing the welding technical documentation. These ideas have been applied in the practice.

It could be found that the product qualification and the shop qualification required in RCC-M is referred to material intended for mechanical components of nuclear island in nuclear power plants, and their suppliers respectively, but not to nuclear components and their manufacturers and/or field assembly companies. And the qualification methodology adopted still stayed on the earlier stage of quality inspection, but not on modern quality assurance stage, and hence draggled behind ASME Code substantially.

ASME nuclear construction codes require to calculate of the strain resulted from the forming of every part to be formed on the component first, and then to qualify the forming procedure adopted when the strain calculated reaches or exceeds a critical value which is very little amount, in order to determine the decrease of the toughness property of the material due to the forming under the precondition of the toughness level required by the code subsection applicable has been maintained, and to add it to the requirements for the material and welding filler purchased to compensate such a kind of toughness loss. Or alternatively make the toughness test for every heat-lot material intended to be used actually for the formed parts at the forming-strained condition to verify that the materials still have had a toughness level not less than the acceptable thresholds required in the Code Subsection applicable after the forming.

Some basic principles about preparation, qualification and application of the welding procedure specifications (WPS) have been presented in the reference [1]. As a continuation of the reference [1], a clarification for some problems in these respects predominated in the welding engineers in our country which remarkably interferes with the understanding of the code and the technical advance was proposed in detail.

It was found that the materials actually selected for the equipment hatches on two nuclear power plants with similar atmosphere condition on their sitting locations, but constructed to different code have remarkable differences in property, especially toughness level. It's quite likely that the equipment hatches constructed in accordance with the ASME Code have much more safety margin, in contrast with those designed to RCC-M.
