The present invention relates to a distribution line, and more particularly, to a method of constructing a distribution line using an extra-high voltage neutral line combined with an overhead earth wire having a separate installation structure of the extra-high voltage neutral line and a low-voltage neutral line for improving electric power quality, in which a distribution line simultaneously perform functions of an overhead earth wire for shielding lightning, an extra-high voltage neutral line for returning unbalanced currents and fault currents and an optical communication line for establishing a communication network, such that a number of disconnections of power lines is reduced by reducing surge voltage thereby achieving excellent lightning shielding effects such as improved power quality, etc., construction costs are reduced, load is reduced, construction quality is improved, and aesthetic features of the urban area is improved by simplifying the distribution equipment, and the overhead earth wire, the extra-high voltage neutral line and the optical communication line are prevented from being disconnected, and communication companies can achieve high profits by lending the optical communication lines, and the power equipment can provide high added value by reducing communication line leasing costs through securing its own communication networks, and a connection between different types of metals of a secondary lightning conductor (copper) and an extra-high voltage neutral line (aluminum) is prevented from being disconnected.

This paper presents the most efficient induced lightning shielding method by changing ground resistances and grounding places in various ways in order to analyze the effect of ground resistance according to grounding places suitable for multi-grounding, as well as the effect of ground resistance according its connection. This study proposed a distribution line including an overhead wire commonly used as a neutral wire and examined the induced lightning shielding effect by proposing a line consisting of an overhead ground wire and a neutral wire in a 22.9kV transmission line structure. To do so, this study made a simulation line by down scaling the structure of an existing multi-grounding type 22.9kV distribution line to 50:1 and performed tests on this simulation line. As a result, it is thought that even though an existing line is replaced with a line that includes a neutral wire, system stability can be secured. It can be seen that for every distribution line it is more efficient for the improvement of system stability to ground all poles even though ground resistance is a little higher, rather than to install a ground wire with low ground resistance.

In this paper, we compared and analyzed for safety 1.2m rectangular anchor block and arch-type root anchor block. First, numerical analysis was performed three-dimensional nonlinear method by numerical model test using finite element analysis program "Visual FEA". Then, measure displacement of the surface of the earth after construct each anchor block at 14M electric pole and increase loads through field verification tests for safety evaluation.
