The U. N opened the Comprehensive Nuclear-Test-Ban Treaty for signature on 24 September of 1996 in New York. Verification regime was defined in the treaty to monitor compliance of the treaty by global stations of seismic, hydroacoustic, infrasonic and radionuclide. Events screening criterions were listed in the treaty, including eleven seismic events screening criterions. Basic theory of screening criterions for seismic events in CTBT are discussed, and statistic analysis for performances of some main criterions are also discussed using standard screenedevent bulletin of IDC.

Evaluating the monitoring capability of seismic networks is an important task of the CTBT Beijing national data center (NDC). A new method named Threshold Monitoring(TM) using real-time seismic data to evaluate the monitoring capability of seismic network is introduced. Firstly, the theory of TM is described, including a formula using short-term average and epicentral distance to compute event's magnitude. Some stations in XinJiang region are used to form a seismic network, and ML from this regional seismic catalog is used to correct the magnitude calculation. Then a vivid example is given to be used for showing the application of site-specific and Regional TM method. The monitoring capability of the seismic network to XinJiang and its neighbour has been evaluated primarily. The result shows the validity and practicability of TM method used for the evaluation.
