The project of old industrial buildings' recycling has become the main mode of new town's construction at this stage, but there's no impeccable evaluation system for such projects. The study on this system is built upon the reasonable classification of evaluation stage. Refering to the classified methods of project management program and the project's life cycle, and using the extension discriminant method according to characteristics of the old industrial buildings' recycling project, the extension discriminant model as well as the correlation function is established to classify the evaluation stage of old industrial buildings' recycling in its entire life cycle. According to the key issue of each phase, each phase's evaluation system can be established, and is built a phased hierarchical and gradual evaluation system of the old industrial buildings' recycling.

As the recycling projects for old industrial buildings (group) develop, effective scientific evaluation standard to supply the crucial reference for the implementing immediately becomes necessary. Since the recycling evaluation survey is short of mature evaluation index system, the initial framework for the evaluation index is set up from the perspective of sustainable development as well as reference to plenty of domestic and overseas methods to constitute the evaluation systems and analyze 96 domestic projects, which is used as a basis for setting up the recycling evaluation index system for old industrial buildings (group). From the three-dimensional angles of economic, society and environment, such an evaluation system may be applied for the sustainable dwelpoment of old building recycling and its evaluation index system.
