Whole process management was studied through investigating and analyzing existing problems in management of tobacco R&D projects from a perspective of project life cycle theory and its conceptual model was thus established. The paper established an evaluation index system of whole process management including project establishment management, implementation management, funds management, acceptance management and application management. The linear weighted evaluation method was put forward so as to render some reference for tobacco enterprises in improving R&D projects management. ©, 2015, State Tobacco Monopoly Bureau and China Tobacco Society. Laws and regulations on Low Ignition Propensity (LIP) cigarette of different countries and regions were reviewed. It was found that less than 25% of cigarette specimens to be tested burn through their whole length when tested using ASTM E 2187. Some countries or regions have requirement on packaging and labeling, certification, low permeability bands of LIP. There exist controversy on some test methods and hence will influence the drafting of laws and regulations. Thomson innovation patent analysis tools were used to investigate smokeless tobacco products between 1985~2014 to gain an insight into technical features and trend of development of smokeless tobacco products in different countries. Results showed that patent application trend was affected by policy greatly. China and the United States were major applicants for smokeless tobacco technology patent. Transnational tobacco companies have become leading players in the smokeless tobacco product technology research and development through acquisition and merger. ©, 2015, State Tobacco Monopoly Bureau and China Tobacco Society.
