Recently, the inversion of tropospheric duct refractivity from radar clutter (RFC), which is an electromagnetic inversion problem, becomes a hot spot of research. In order to reduce the uncertainty of inversion, this paper proposes a sea clutter model in evaporation duct environment by discussing the effect of grazing angle on radar sea clutter based on the horizontally inhomogeneous evaporation duct model. The effectiveness of the sea clutter model is verified by using the observed data. The results show that the inversion effect of RFC using the model is effectively improved. The existence of radio duct within the troposphere could make electromagnetic waves achieve over-the-horizon propagation, which is important for the performance of radar and communication system. In order to get the distribution of basic transmission loss so as to achieve maximum power receiving in over-the-horizon position, a new researching method of radio duct transmission character using non-radar-detection is proposed. By matching the simulation value and target value of basic transmission loss at the inversion place, it is to inverse the character of radio duct, and then get the 2-D distribution of basic transmission propagation loss. The simulation results show that the method is feasible. Preliminary discuss is taken on the inverse position choice. Copyright ©2013 by Editorial Department of Chinese Journal of Radio Science.
