The urgency of water crisis has attracted more and more research in the field of process systems engineering. Starting from describing the status of water crisis globally and in China, this paper introduces water crisis related policies from government and opinions from academic circles. Documentation retrieval for water network and virtual water studies since 1994 is conducted. The topic is systematically reviewed in three levels according to the scale size. (1) Water network integration and optimization in a single enterprise, including water using network (WUN), wastewater treatment network (WWTN), total water network (TWN), complete water network (CWN), and three special problems, which are cooling water systems, WUN with internal water mains, water network for batch processes. Water allocation and heat exchange network (WAHEN) problems and simultaneous process synthesis with heat and water integrations are also included. (2) Inter-plant multiple water network integration, including water networks integration in eco-industrial parks. (3) Virtual water and water footprints studies across prefectures/countries. These studies are very useful in water conservation, wastewater reduction, energy efficiency improvement in enterprises and eco-industrial parks, and also provide the basis for policy arrangements For governments particularly those of water scarce areas. ©, 2015, Chemical Industry Press. This is the second part of an overview on the developments of PSE in China. Some viewpoints on the future prospects for the 20 years anniversary conference of PSE society in China are given. The challenges from both demands of industrial applications and academic developments for PSE are reviewed in this article. The problems occurred during the development of PSE is discussed. Five strategies for the development of PSE in the future are put forward in the end.

In 2010, the global economic recovery and renewed global demand lift all boats in the chemical industry. The sales of global chemicals have an 8.8% increase. The developed economies nations significantly increase chemical exports to developing nations. Capital expenditures are mostly flat in U. S., Europe, and Japan. But all regions keep up their spending on research and development. Although the marked return of demand and earnings for the global chemical industry, there is no corresponding growth in employment.

In 2009, the sharp drop in demand due to the economic crisis inhibited chemical production in the United States, Canada, Europe and Japan. It also made most of the trade of chemical products contracted significantly. However, the manufacturing industry has begun to adapt to the times of low demand. Chemical companies in 2009 cut cost and reduced the expectation. The capital spending of the American and Japanese chemical companies fell more than 30%, that of the European chemical companies was cut half. American chemical companies reduced their R&D investment. The R&D investment of European companies was flat or slightly increased. The amount of employees in US and European chemical industry reduced significantly, but the amount of employees in Japanese chemical industry was relatively stable.

This paper analyses the global supply and demand situation of methanol. The consumption structure of methanol and major methanol importing source countries of China after anti-dumping measures against several countries are focused. The market price is compared with the import and export price as well. The existing problems and policy recommendations for methanol industry are proposed in the end.

Since the utility system of a refining and chemical enterprise in the position of processing whole energy of the enterprise, its efficiency is one of the key factors on the whole energy consumption. The recent progress in energy saving and waste reduction of utility system at home and abroad is reviewed. Firstly, the progress in combined heat and power system(CHP) is described. Then the application of information technology in utility system is reviewed including Energy Management System(EMS). Finally, the challenge of developing low-carbon economy for utility system of refining and chemical enterprises is discussed.
