It is highly significant for China to improve its development of wind power. In order to promote the sustainable development, a more comprehensive evaluation of factors affecting the effectiveness of investment in the industry wind power is required to be conducted to formulate a relatively stable policy supporting mechanism for the development of wind power. Based on the green accounting framework, this paper evaluates a typical wind power project from economic, environment and energy alternative respects comprehensively. We simulate the main factors influencing cost and benefit of the wind power investment with the Monte Carlo method. Finally, we discuss how to promote wind power with respect to the concern of government, investors and environmentalists. © 2013 Published by Elsevier Ltd. All rights reserved .

Considering a regional grid with several wind farms integrated, the total wind power has a better regularity comparing to that of a single wind farm. An ultra-short-term wind power forecasting method is proposed based on the concepts of total wind power and distribution factor. The least-square support vector machine (LS-SVM) and Kalman filter are adopted respectively to forecast the total wind power and distribution factor recursively, so that the good regularity of total wind power can be restored. Case studies show that the method not only improves the forecasting accuracy but also reduces the distribution range of the forecasting errors. © 2010 State Grid Electric Power Research Institute Press.

In order to know about the rheological characteristics of rock specimens in undersea tunnel project, a series of triaxial compression rheological experiments were carried out on the rock servo-controlling rheology testing machine. Results show that creep characteristics of intensely weathered granite is more obvious than full weathered granite; and that creep deformation of rock greatly depends on the confining pressure. With increase of confining pressure, creep deformation of rock will decrease. By analysis of stress-strain relation, creep deformation has few effects on damage of rock during elastic stage; whereas viscoplasticity deformation has more effects on damage of rock during plastic stage. In order to keep stability of tunnel, confining pressure should be increased to improve yield strength of surround rocks and decrease rheological deformation by strengthening supporting structure.

In the electric power system, grasping active and reactive load variation regularity of each node is a key problem for optimal dispatch, preventive control, security assessment and transmission capacity evaluation. This study presents a novel composite approach of ultra-short-term forecasting for multi-node active and reactive load. It proposes a hierarchy and sub-area idea to construct a framework of self-adapting dynamic load models. With load forecasting at the top layer implemented by the recursive least square support vector machines (RLS-SVM) algorithm, discrete state-space equations are established to describe the dynamic characteristics of the multi-node active load distribution factors and power factors, and then the Takagi-Sugeno (TS) fuzzy control technique is introduced to realise feedback compensation. The application of the proposed technique in the actual power system control centre of Shandong Province is verified and satisfactory results are found. © 2012 The Institution of Engineering and Technology.

Since the natural gas market is rapidly developing, decision makers should have the foresight in the infrastructure construction to make sure a certain spare supply capacity and storage quantity to a sustainable degree. In regions without the condition of building the underground natural gas storage tanks, the planning of an LNG project is an effective countermeasure to achieve the goals of gas storage, peak shaving, and emergency supply. The developing trend of the global natural gas market has brought a new concept into the present LNG project construction in China. Some suggestions related to domestic LNG projects are put forward. These suggestions focus on the concept of LNG project construction, supplementing the LNG in stock to increase the capacity in quantity for gas supply and peak shaving, the need to support more LNG receiving stations to be built connected to the gas pipeline, and strengthening the LNG infrastructure.

The Stockholm Convention on Persistent Organic Pollutants (POPs) became effective to China on 11 NOV. 2004. Along with the rapid development of China's paper industry, dioxins of POPs, the intentional by products have released to the environment through various pathways including air, water, products and sludge, and caused certain impact on the ecological environment. The total dioxins produced by China's paper industry were estimated 378 g TEQ in 2009. The 12th Five-year plan period will be the critical time for China's paper industry to implement the Stockholm Convention on POPs. Chlorine bleaching produced dioxins of 85 g TEQ which accounted for 22.49% of the total amount of dioxins produced, it should be controlled seriously or banned.
