This paper reviewed the theoretical basis and practical background for the market-oriented reform in China's tobacco industry with emphasis on the design of such reform policies. Basic thinking, tasks and implementation steps of the reform were investigated and analyzed in an attempt to draft a roadmap for the market-oriented reform of cigarettes sales. This paper introduced a market oriented comprehensive evaluation system for brand competitiveness in cigarette by reviewing the current situation and existing problems amidst deepening market oriented reform in tobacco industry. This system covered important indicators and evaluation from both retailers and consumers. Such problems as sales decline, poor consumption structure, weak demamd, unfavorable policies and lack of motivation in manufacturing and business operation were investigated and analyzed based on development course of Chinese-style blended cigarette. In response to such problems, great importance should be attached to growth and development of Chinese-style blended cigarette by formulating integrated measures in policy support, raw material supply, marketing and research and development.
