The problem of the construction of the optimal model of the automated control system of a Russian higher-education institution (the ACS of an RHEI) is studied. This term appeared in the 1970s–1980s and served as the beginning of a project that covered more than 50 of the largest higher-education institutions of the country and is also relevant today. Two main approaches to construction of an automated control system of Russian higher-education institutions are specified, viz., the development of a system using its own resources and the use of the product from a third-party developer. Examples of the application of these approaches are given and the structure of the elements (modules) of the systems is described. The necessity to search for the optimal structure of the elements included in the ACS of an RHEI is specified for most educational organizations taking their dimensions into account and their specific sectoral character, as well as the total expenditures for the acquisition (development) and support of the systems. An example of the structure of the optimal model and a third (combined) approach to its construction is given. © 2016, Allerton Press, Inc.

This paper presents the results of synthesis of BaO-Fe2O3 system compounds. The powder X-ray diffraction patterns are presented. The patterns of Ba3Fe2O6, Ba2Fe2O5 and BaFe2O4 coincide with literature data. The experimental cell parameters were calculated. The study results of nature and the melting temperatures of Ba3Fe2O6, Ba7Fe4O13, Ba2Fe2O5, BaFe2O4 are described. The compounds have congruent melting character. The melting temperatures of listed compounds are 1325, 1320, 1365, 1405 °C (1598, 1593, 1638, 1678 K), respectively. © 2016 Trans Tech Publications, Switzerland.

The temperature dependences of electron paramagnetic resonance (EPR) absorption of two samples of chemically carbonized derivatives of polyvinylidene fluoride (PVDF) synthesized under different conditions have been measured in the range of 100–300 K. It has been found that the temperature dependence of the integrated intensity of the EPR signal of both samples is nonmonotonic and does not obey the classical Curie dependence characteristic of free radicals. An analytical expression that is consistent with experimental data and suggests the presence of an activation component of paramagnetism in the test samples has been obtained. The presence of a term independent of temperature in this equation also indicates the paramagnetic contribution of free electrons. The magnitude of the activation energy of the singlet–triplet transitions has been evaluated: δ = 0.067 eV. The HYSCORE spectra of chemically carbonized PVDF derivatives have been obtained for the first time. © 2016, Pleiades Publishing, Ltd.

Modification of poly(vinylidene fluoride) (PVDF) directly during radiation exposure was investigated using core level spectroscopy. The strongly non-equilibrium condition of PVDF was studied. The high-resolved C K-edge NEXAFS spectra of poly(vinylidene fluoride) have been measured. The spectra modification due to the polymer degradation caused by monochromatic synchrotron radiation has been revealed. Residual fluorine content was monitored using x-ray photoelectron spectroscopy. The study has shown a significant modification of PVDF chemical content and electronic structure in the course of carbonization under synchrotron radiation. Gradual defluorination of the PVDF sample takes place during irradiation with enrichment of carbon skeleton with hydrogen. In the initial stages of radiative modification, defluorinated system is inhomogeneous and changes under the influence of two simultaneous processes: photochemical defluorination and diffusion of unbounded fluorine atoms to the sample surface. © 2013 Elsevier Ltd. We prove that in our mathematical model the breaking of a delayed ring neural network extends the stability region in the parameters space, if the number of the neurons is sufficiently large. If the number of neurons is small, then a "paradoxical" region exists in the parameters space, wherein the ring neural configuration is stable, while the linear one is unstable. We study the conditions under which the paradoxical region is nonempty. We discuss how our mathematical modeling reflects neurosurgical operations with the severing of particular connections in the brain. © 2013 Elsevier Ltd.

The anatase-rutile phase transition in fine-particle TiO 2-NiO oxides has been studied using physicochemical characterization techniques (X-ray diffraction, differential thermal analysis, and mass spectrometry). The results demonstrate that NiO additions considerably increase the rate of the anataserutile polymorphic transformation. Nickel titanate formation depends on the procedures used to prepare both titanium dioxide and nickel oxide. In the temperature range 700-850°C, the anatase to rutile phase transition prevents nickel titanate formation. © Pleiades Publishing, Ltd., 2012.
