The approach of territorial flood vulnerability in Orly Rungis Seine Amont perimeter aims to appreciate the vulnerability of a large and easily flooded perimeter, on which are planned structuring developments (National Interest Operation). Based on a systemic approach and established with accessible data, this approach leads to considerate the territory as a system of elements (possessions, activities and physical spaces...) connected each other. The vulnerability diagnostic, of which certain extracts are presented in this article, is based on the analysis of the land use elements (static) and that of the essential elements for the territory organisation (notion of dependence and transmission of vulnerability to the whole territory). Beyond the appreciation of the territorial vulnerability for centennial or more frequent floods, this approach leads to question or strengthen orientations to be applied in development projects, even to propose news developments, in order to promote a politic of vulnerability control and reduction, including the existing elements, in multiple scales and in a shared way. © Société Hydrotechnique de France, 2011.
