The urban rail transit in China is still facing several problems, such as huge fund demand, great financing difficulty and low operation efficiency. Beijing Metro Line M, as the first PPP project using social capital in the country's urban rail transit industry, has successfully entered the operation period. It is necessary to post-evaluate Beijing Metro Line M by analyzing its core elements, lessons learnt and strategic advices obtained for future PPP projects. The composite PPP model structure, PPP program structure and implementation effect are summarized. A list of implementation elements are identified by means of literature review, case studies and expert interviews. A questionnaire survey is conducted to determine the nature, and four core elements are both quantitatively and qualitatively analyzed. The results show that Beijing Metro Line M has 12 important elements, one significant element of which is the government support. The four core elements of PPP project implementation should be focused in future applications of the PPP model.

In order to adapt to the situation that Urban MassTransit (UMT) operate over network, passenger flow presents a point, line, network interaction features, the phenomenon of passenger flow accumulation have occurred time to time, passenger flow divert has become a normal work of UMT passenger flow operation, a network Passenger Flow Simulation model on the basis of multi-agent according to characteristic of UMT network operation was proposed, the deductive rules and simulation process was analyzed, and the MATLAB simulation platform was applied to realize the model and a instance analysis was carried on in this paper, which provides decision support to the UMT passenger flow divert and has great significance to improve the UMT safety management level. © 2014 Taylor & Francis Group, London.

Operating loss appears to be a problem that most urban rail transit enterprises have to handle. With analyzing its fundamental reasons, the paper points out the problems revealed in the application of cost post-recovery operational mode in the urban rail transit systems of China. A menu style subsidy approach with price caps is proposed based on experience analysis on public utilities regulation in developed countries. The calculation model for government subsidies is developed, and the method determining price caps of X -effectiveness factor and relevant influencing factors are also analyzed. Empirical studies are conducted with the data from 1997 to 2004 in a city. Results indicate that the proposed method optimizes enterprises operations, raises the efficiency of government subsidies, and creates a Pareto improvement.

The transport capacity, construction and operation fund for the modern tram system are all between bus and subway, due to which it has a good application potential in medium cities and districts of large cities with low passenger transport demand. The present operation situation of modern tram in Melbourne et al is summarized. The characteristics of all-round control, entrusted operation and removed control for industry management pattern are analyzed. The research results illustrate that the domestic modern tram system is in the initial stage. During its development, the unified industry technical standards and management specification as well as effective supervision mechanism should be established for the transit integration. The infrastructure construction and service design of modern tram should be fused and replenished with bus and subway. The first choice for the industry management pattern of modern tram in its preliminary stage is entrusted operation. The local government needs to provide a certain subsidy. The encouraged contract is a suitable pattern, where the subsidy amount should be related to its operational performance, e. g. level of service.

The civil communication system in urban rail transit network is the one which can provide the passenger value-added service. It can meet underground needs of information service for passengers, and be the alternate means of communication for drivers, equipment maintenance personnel, the stations duty officers, and so on. Urban rail transit is complex system engineering with numerous management processes which involve huge number of facility instruments. Each process requires normative management strategies, to reduce the erosion of assets and maximize the effectiveness of assets. At present, Beijing rail transit has no systematic and specialized measures on metro asset management. And the lack of well-defined function and management procedure of related owners brings great difficulties to the management. It also leads to the postponement of assets recorded and lack of fundamental data in transformation, renovation and retirement. On the basis of analyzing the management process and the main problems of urban rail transit, in the paper, the relevant counter measures and suggestions are put forward from the aspects of institutional protection, supervision mechanism, and dynamic asset management.

The urban rail transit systems develop rapidly in China recently, the management of the huge assets is becoming more and more important. Based on the investigations on the assets management of urban rail systems in different cities, this paper analyzes the existing problems in asset management of urban rail transit systems in China. Then this paper sums up the asset management strategies in London urban rail transit systems, and provides the strategic countermeasures for China urban rail transit system operation, considering the actual operating situation in China urban rail systems. These countermeasures include establishing the concept of asset life cycle management, developing uniform standard for asset classification and registration, introducing third-party management and regular audit mechanism, building and consummating the asset management information system, and implementing delicacy management of assets maintenance and renovation. ©, 2014, Science Press. The characteristics of the surrounding soil vibration induced by trains running on the Shanghai-Nanjing intercity high-speed railway (SNHSR), the ground vibration attenuation law and the vibration impact on the foundation settlement of Beijing-Shanghai railway (BSR), are studied in this paper. Through the establishment of the numerical analysis model, the influence of pile-geogrid structure composite foundation and soil conditions on the ground vibration is analyzed, and the cumulative deformation of BSR foundation soil is predicted. The conclusions are as follows: the composite foundation of pile-geogrid structure can reduce the ground vibration, and the closer to the foundation reinforcement area the more obvious the vibration damping effects are. Ten meters away from the center line of railway, the ground vibration acceleration peak value declines about 33.8%. The influence of foundation soil characteristics on vibration attenuation is obvious. As the vibration attenuation is fast and the near field ground vibration is intense under soft soil condition, the influence of vibration on operating safety of train should be addressed. While under hard soil condition, the vibration attenuation is slow, the impact of vibration on ambient environment should be focused on. The vibration attenuation is extremely slow when the surface and underlying soil of the foundation is hard and when there are soft soil layers sandwiched inbetween, therefore, attention should be paid to the vibration influence scope under this condition. When the distance between the slope toes of BSR and SNHSR is 20 m, cumulative plastic deformation of BSR foundation soil, induced by the operating vibration of SNHSR, increases about 3.44% and 7.07% respectively under the current track irregularity and deteriorating track irregularity condition of SNHSR. However, when the distance between the slope toes of the two railway lines is 5 m, cumulative plastic deformation of BSR foundation soil induced by the operating vibration of SNHSR increases about 18.36% under the current track irregularity condition, which indicates little influence imposed by the track regularity and the distance between the railway lines on the cumulative plastic deformation of foundation soil under the action of cyclic train loads. ©, 2015, Science Press. In recent years, subway as a kind of urban public transportation has become more and more important in big cities, so it is particularly important to analyze subway passenger trip mode split. We get the transit choosing discipline and spatial distribution of passengers in the subway transit system via passenger surveys of Line 5 of Beijing Subway. The study conclusions show that the walking is the most mainly transfer mode because of passenger mainly from the direct service area; the regular bus is the second transfer mode; the people who chooses car trip always transfer to P + R transfer mode when they get to the station by car. Based on the data analysis, this paper proposes that the planning and design of subway transit system should be based on the attract range and the regional characteristics of the station, in order to achieve the close transfer between ground bus, bicycle, walking, taxis, private cars and the subway.

A reasonable and efficient subsidies mode and management mechanism, which ensures the operational safety of rail systems and helps decreasing the cost of rail transportation, is one of the urgent problems in the development of urban rail transit system. This paper compares the characteristics and applicability of the four typical subsidies modes, including cost-plus contract, fixed price contract, incentive contract and commercial franchise contract, by presenting their subsidies models and exploring the corresponding practical applications in typical urban rail transit. It aims to provide instructive suggestions to the development of capital asset replacement management in Chinese urban rail transit systems.
