A method of controlling power in a network element includes powering the network element by receiving power from a power communication medium and providing a telecommunication service over a service communication medium. The method further includes monitoring a primitive related to the powering of the network element and controlling the powering of the network element based on the primitive. More particularly, in an embodiment, the method comprises: powering the network element (404) by receiving power from a first power communication medium (406) at a first power interface (450); providing telecommunication service to the network element (404) via a first service interface (452) coupled to the first power communication medium (406); receiving at a second power interface (480) of the network element (404) power from the first power interface (450); applying power to a second power communication medium (416) from the second power interface (480), over which power from the network element (404) is supplied to a second network element (414); providing telecommunication service to the second network element (414) via a second service interface (453) coupled to the second power communication medium (416);exchanging management information with a source network element (402) coupled to the first power communication medium (406); and control powering of the network element (404) at least based on a primitive related to the power of the network element (404). Also in an embodiment, the network element comprises: a first service interface (452) configured to couple to a first power communication medium (406) that couples the network element (404) to a source network element (402) and over which telecommunication service is provided; a first power interface


A fiber optic telecommunications frame is provided including panels having front and rear termination locations, the panels positioned on left and right sides of the frame. The frame includes vertical access for the rear cables. The frame further includes left and right vertical cable guides for the front patch cables. The frame further includes cable storage spools for the patch cables. The frame includes a horizontal passage linking the left and right panels and the cable guides. A portion of the frame defines splice tray holders and a central passage from the splice tray holders to the rear sides of the left and right panels. From a front of each panel, access to a rear of the panel is provided by the hinged panels. Alternatively, the panels can form connector modules with front termination locations and rear connection locations for connecting to the rear cables. The modules can house couplers, such as splitters, combiners, and wave division multiplexers. The termination locations can be located on the same side of the frame as the splice tray holders, or on an opposite side. An enclosure of the frame included hinged or otherwise moveable panels to allow access to the terminations or the splice trays.

Inner edges of the notches can be positioned along a tear path that intersects the core of the flat drop cable. For example, the notches can be offset from a minor axis of the flat drop cable a sufficient distance such that the notches are positioned outside a central boundary region that extends tangent to sides of the core and parallel to the minor axis of the flat drop cable.
